競賽規則
1.1. 本賽事將受《帆船競賽規則》（RRS）所定義的規則約束。
1.2. 參賽隊需遵守船隻器材使用的相關規定，該規定也適用於參賽船在水上的非競賽期間。
1.3. 增加規則41（e) ：幫助落水船員在營救位置附近返回到船上。
1.4. 各成員國/地區管理機構的規定不適用於本次比賽。
1.5. 當中英文規則文本表述有歧義時以英文為準。

廣告
2.1. 根據《世界帆聯章程》第20 條規定，競賽委員會可能會要求參賽船隻在船體和或船艉支索旗上展示賽事贊助商的廣告。
2.2. 參賽船隊在參賽船隻上投放的船隊廣告必須取得賽事組委會的同意，所用材料必須是3M 或同等材質的，面積尺寸不得超過：寬度0.6m，長度2.6m。
2.3. 組委會有權拒絕與賽事贊助商或當地廣告法相沖突的參賽隊廣告。

參賽資格
3.1. 比賽對本國和國際水手（船隊）開放，參賽隊可以是國家隊、城市隊或俱樂部隊。
3.2. 為確保比賽的安全和競賽組織的需要，組委會可能會在各參賽船上安裝帆船追蹤設備和發動機行駛記錄設備。
3.3. 參賽船隊需自備手持VHF 對講機。
3.4. 每個參賽隊可報名6-8 名船員，另外可以報一名領隊或教練員；每個船隊至少有1 名舵手具有拉力賽的經歷、至少有2 名船員具有拉力賽的經歷，報名時需提供這3人的航海簡歷及舵手的資質證明,舵手的資歷證明必須是中國海事，CYA,RYA,ASA 等機構認證的資質或其他同等機構認證的資質。

競賽帆船級別為博納多First 40 龍骨型帆船。

網上報名
5.1. 2019 年7 月26 日24:00 報名截止，請在此日期之前，登陸網站：http://www.qdsailing.org 下載填寫報名表，並將所有船員護照或身份證掃描件與報名表一併提交至[email protected]。
5.2. 所有報名隊收到組委會電子報名確認函回覆後，方認為報名成功。
5.3. 參賽隊請於2019 年7 月26 日24:00 之前將船長照片與介紹、400 字以內的船隊文字介紹，船隊成員合影和VCR（如果有的話）報組委會[email protected]。
5.4. 逾期報名者， 須向組委會繳納額外的逾期報名費（4000.00 人民幣）。組委會有權決定是否接受其逾期報名。

現場註冊
有資格參賽的隊伍應在現場報到時完成如下手續：
6.1. 報名確認函覆印件。
6.2. 全體參賽隊員的護照或身份證原件。
6.3. 報名費和器材押金。
6.4. 競賽規程23 規定的足額人身意外傷害險證明文件。

費用
7.1. 各參賽隊需支付報名費人民幣2000 元和器材損壞押金8000 元。
7.2. 報名費和押金等所有費用都應當於報到現場用現金支付。

本次比賽為繞島賽（長距離賽）和場地賽的綜合比賽。

9.1. 日程安排如下：

器材及丈量
10.1.組委會統一提供的大約8 條博納多F40 帆船，報到後於船長會抽籤分配。
10.2.比賽結束歸還器材後，器材未有任何損壞，器材押金將如數退還。如發現損壞，器材修理所發生的實際費用將從器材押金中扣除，押金數額不足時，需按器材損壞實際金額補交。
10.3.比賽前將由組委會負責對參賽帆船進行統一檢查，比賽中組委會可能隨時進行丈量抽查。

懲罰
14.1. 規則44.1 更改為：兩圈旋轉懲罰改為一圈旋轉懲罰。
14.2. 根據規則70.5 組成的仲裁委員會的裁決是最終裁決。

計分
15.1. 本次比賽的總成績是繞島賽（長距離賽）和場地賽成績相加得出，繞島賽（長距離賽）雙倍積分。如果平分，以繞島賽（長距離賽）成績優勝者列前。
15.2.場地賽的計分方法採用RRS 附錄A 的低分計分法。至少應完成1 輪比賽方能構成系列賽。
15.3.若場地賽比賽輪次少於５輪，其所有輪次成績的總和就是總成績。
15.4.如果場地賽比賽達到５輪或５輪以上，其成績是除去最差一輪成績的其它輪次成績總和。

停船泊位
參賽船應當停放在組委會為其指定的泊位。

船艇吊出水面
未經競賽委員會的書面認定或同意，不得將參賽船吊出水面。

潛水設備和溶劑釋放裝置
18.1 在第一輪比賽準備信號和全部比賽結束之間，在船體周圍不得使用水下呼吸設備、溶劑釋放裝置或其他類同的物品。
18.2 青島奧林匹克帆船中心及其港池入口250 米之內不允許游泳。

無線電通訊
比賽期間競賽委員會官方頻道為VHF72，備用頻道為VHF77，守聽VHF16 頻道。

通過參與這項賽事，參賽選手自動授權組織機構和贊助商具備這項權利，在場館或者在水上從他們抵達場館直到最終離開，自行決定長期地製作、使用和展覽任何影像、音頻和視頻記錄和其它由此製作的複製品，完全無償。

獎勵
組委會將為總成績前三名的隊伍頒發獎金。第一名獎金人民幣20000 元，第二名10000 元，第三名6000 元（含稅）。

22.1.參加本次比賽的運動員對其所承擔的風險自行負責。參見競賽規則4：參賽決定。組辦機構對本次賽事前、賽事期間以及賽後所發生的或與之相關的任何物質損失、人身傷亡不承擔任何責任。
22.2.所有登船人員必須簽署本賽事的《免責聲明》。

保險
每個登船人員都需要持有有效的人身意外傷害險，最低保險額度為100 萬人民幣； 現場註冊時要提供保險證明原件和複印件。如果沒有保險證明，報到時需現場購買保險。否則不允許參賽。

食宿
24.1.比賽期間（8 月9 日至8 月13 日）,入住組委會指定酒店，住宿費用由組委會統一提供。所有房間含早餐，其他餐飲費用自理；住宿標準為雙人客房。

其他
25.1.每個參賽隊須自帶本俱樂部旗或隊旗，各參賽隊須向組委會提供俱樂部旗、隊旗或協會旗一面。
25.2.賽事組委會可能在每條參賽船上安排最多兩名記者或體驗人員，隨船拍攝、採訪比賽全過程。船長有責任保證和監督隨船記者在船上的工作和安全情況。

Rules
1.1. The regatta will be governed by the rules as defined in The Racing Rules of
Sailing(RRS).
1.2. The rules for the handling of boats will apply, and will also apply to any time
when the boats are on the water.
1.3. Add to RRS 41: (e) help to recover from the water and return on board a crew
member, provided the return on board is at the approximate location of the
recovery.
1.4. The prescriptions of the National or Regional Yachting Association will not
apply.
1.5. If there is a conflict between languages, the English text will take precedence.

Advertising
2.1. In accordance with World Sailing Regulation 20 (Advertising Code), the race
committee may require all boats to display the event sponsor’s advertising on their hulls and/or on backstay pennants.
2.2. Advertisements of the teams on the racing boats must be approved by the organizing committee. The material of the sticker must be 3M or others with the similar quality and the maximum size shall not be larger than 600mm in heigth and 2600mm in length.
2.3. The organizing committee have the right to refuse the teams’ advertisementswhich against the event sponsor or the local advertising laws.

Event and Eligibility
3.1. The regatta is open to native and international sailors (teams), teams can be from cities, nations or clubs.
3.2. A tracker and engine working recorder for each boat may be required by the Organizing Committee, each team should keep it working properly during the race.
3.3. Handhold VHF Radio should be brought by each team.
3.4. For each team, there could be only 6-8 crews on board plus 1 team leader or coach; each team should have 1 experienced skipper who’s capable of offshore racing, at least 2 crews who’s experienced on offshore racing. CVs of the skipper and the 2 crews should be submitted for registration, qualifications orcertificates of the skipper and the 2 crews should be displayed for registration, qualifications or certificates must be from MSA China,CYA, RYA, ASA or from other equal organization.

On-line Entry
5.1. Eligible teams may enter by completing the entry form at http://www.qdsailing.org and send it to [email protected] with all the Copies of Passports or IDs of all the team members. Entries must be received no later than 24:00hrs, July 26th, 2019.
5.2. Receiving the E-mail confirmation letter is considered signing up successfully.
5.3. The photo and introduction of the skipper, photos and VCR(if possible) with all
crews and the skipper in it, introduction of your team (within 400 words), shall
be received by Organizing Authority no later than 24:00hrs, July 26th 2019 and
send them to [email protected].
5.4. Late entries, accompanied by an additional late entry fee of CYN4000.00, maybe accepted at the discretion of the Organizing Committee.

On-site Registration
Each eligible team shall provide these following documents at registration:
6.1. A copy of the entry confirmation.
6.2. Passports or IDs (the original and the scanned copy) of all team members.
6.3. Entry fee and equipment damage deposit.
6.4. Proof of personal accident insurance complying with NOR23.

Fees
7.1. Each team needs to pay entry fee of CYN2000.00 and equipment deposit of
CYN8,000.
7.2. All the fees, including entry fee and equipment damage deposit, should be paidin cash at registration.

Format of Race
The regatta will consist of round islands races or LDR and course races.

9.1. The schedule is as the following:

Equipment and Measurement
10.1. The Organizing Committee will provide about 8 Beneteau first 40s. After the
registration, all teams will make the equipment drawing on the skipper’sbriefing.
10.2. Cash deposit would be returned in full if the boats are undamaged in any way after the Regatta. Otherwise, teams should pay for the repairing of the damaged equipment and the cost of it will be deducted from the equipment deposit. The organizing committee has the right to demand indemnification if the deposit is not sufficient.
10.3. The organizing committee will be responsible for inspecting all boats; ifnecessary a equipment inspection may be taken at any time during racing.

Penalty System
14.1. Rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn
Penalty.
14.2. Decision of the jury will be final as provided in rule 70.5.

Scoring
15.1. The overall scoring will be the round islands/LDR races results plus the course
race results. The score of round islands/LDR will be doubled. If there is tie, round islands races/LDR results will take advance.
15.2. The scoring system for the course races will be the Low Point System of RRS
Appendix A. One race is required to be completed to constitute a series.
15.3. When fewer than five races have been completed, a boat’s series score will be
the total of her race scores.
15.4. When five or more than five races have been completed, a boat’s series scorewill be the total of her race scores excluding her worst score.

Berthing
Boats shall be kept in their assigned places in the boat park during the regatta.

Haul-Out Restrictions
Boats shall not be hauled out during the regatta except with and according to theterms of prior written permission of the race committee.

Diving Equipment and Plastic Pools
18.1. Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keel boats between the preparatory signal of the first race and the end of the regatta.
18.2. Swimming inside or within 250 meters from the harbor of Qingdao Olympic Sailing Centre is banned.

Photography Consent
By participating in this event, competitors automatically grant to the organizing authority and the event sponsors the right, in perpetuity, to make, use, and show, at their discretion, any photography, audio and video recordings, and other reproductions of them made at the venue or on the water from the time of their arrival at the venue, until their final departure, without compensation.

The top3 teams will be warded with prizes money( including any local taxs):

Disclaimer of Liability
22.1. Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
22.2. All the people on board must sign the Disclaimer of Liability.

Insurance
Each participant must have valid accident insurance with the minimum insurance cover of 1,000,000 RMB per incident. Original insurance document should be displayed during the registration, if not, insurance should be purchased at the registraion. Those who do not provide the Original insurance document or purchase the insurance on-site maybe banned to participate by the organizing authority.

Accommodation for Participants
24.1. Accommodation(double rooms) will be arranged by the organizing authority from 9th-13th,Aug. The accommodation fee will be paid by organizing authority. Meals should be arranged by the teams.

Others
25.1. Each team shall bring a flag of their team/club or their national authorities to the Organizing Committee.
25.2. The Organizing Committee may appoint two journalists or guests on each boat
to take photos and video. Skippers shall be responsible for the safety of the journalists on board and supervise the work of the journalists on board.
