英語基礎不好，不知道不好到什麼程度？要有紮實基礎，必須要有足夠的詞彙量，能夠掌握好基本文法、各種詞類之間的關係 [八大詞類 --- 動詞(v.)、名詞(n.)、形容詞(adj.)、副詞(adv.)、連接詞(conj.)、介詞(prep.)、代詞(p.n.)、冠詞(art.)]，然後才能懂得對各種詞類的運用。
在提升詞彙量上，這是沒有捷徑的，以你目前的情況，就只能拿著字典硬背了。
在掌握文法、各種詞類之間的關係方面，只能多看不同的書，琢磨每一句的語法、動詞時態、各種詞類的應用，邊讀邊做筆記。方便溫習，也能加強記憶。

要多看時事新聞，多瞭解社會上、在你周遭發生的、遇到的人和事；最好能夠找到正、反兩面的社評對照，並且加以思考不同立場觀點，去加強個人對這些事的判斷能力。這樣你寫作時才可以有題材、有觀點的寫出好的文章。=>所以廣闊的題材累積是寫作必須的基本功夫。寫好的文章，也要講究計劃、鋪排：作文的功用就是要訓練我們的邏輯思維、表達能力，使讀者能夠容易瞭解你所要表達的意思。所以作文在動筆之前，首先應該理解透切題目，然後把一些與題目有關的重點在腦海組織一下，然後把文章的結構、段落稍作鋪排，才開始動筆。文章有不同的題材，其文章結構、段落鋪排要求，可能有點差異，但是我們處理的方向都是相同的 --- 就是要計劃！以一些議論文為例：題目“環保對社會發展的重要性”，在第一段引言，可以用描述的方式，說一下我們日常面對一些環境汙染的問題，對我們日常生活有些什麼影響；第二段探討這些汙染的可能成因；第三段探討一些可行的解決方案；第四段最後做一個總結。
這樣下來文章結構嚴謹，邏輯表達有序，讀者可根據你的思路，明白你要表達的重點。=> 所以組織結構、計劃是第二道功夫。在句子結構方面 --- 儘量用簡單的句子結構，就是：用 Subject + Verb + Object （或謂語 Predicate）組成一句句子，以避免複雜句型，而容易犯文法上的錯誤。

In my opinion， it is imperative that we should take some drastic actions. On the one hand， we should appeal to our authorities to enact concrete laws to control commercial fishing.
