在國外的中國留學生，課餘時間也禁止說中文，你聽說過這種規矩嗎？
最近，美國杜克大學就鬧出這麼一件事兒，引來眾多網友和媒體圍觀。
各大外媒紛紛報道：

當地時間 1 月 25 日，杜克大學醫學院生物統計系研究生項目主任、助理教授梅根·尼利向該系研究生一、二年級的學生髮送了一封郵件。
"Something to think about," read the subject line of an email Megan Neely sent Friday. Neely, who headed the Master of Biostatistics program in the university's School of Medicine, sent the email to first and second-year students in the program.

郵件中，尼利教授表示有兩位教職工分別找到她，抱怨看到有該系中國留學生在課餘時間“大聲說中文”。
"Both faculty members picked out a small group of first-year students who they observed speaking Chinese (in their words, VERY LOUDLY) in the student lounge/study areas."
“有兩名教職工指出了幾名一年級的中國學生，表示曾目睹他們在休息區及學習區說中文（據說非常大聲）。”
她還表示，這兩位教職工要記下學生的名字，因為他們不思進取……
"I asked why they were curious about the students' names. Both faculty members replied that they wanted to write down the names so they could remember them if the students ever interviewed for an internship or asked to work with them for a master's project. "
“我問他們為什麼要知道這些學生的名字， 兩個教職工都說要記下這些名字，以便在以後的實習面試或批准助研職位時可以記住他們。”
"They were disappointed that these students were not taking the opportunity to improve their English, and were being so impolite as to have a conversation that not everyone on the floor could understand."
“他們（兩位教職工）很失望，因為這些學生沒有抓緊機會練英語。而且，他們用這層樓裡別人聽不懂的語言大聲交流，是一件非常不禮貌的行為。”
接著，重要的事說三遍，教授在文中連用三個“PLEASE”，提醒留學生在教學樓說中文，可能帶來意想不到的後果……
"To international students，PLEASE PLEASE PLEASE keep this unintended consequence in mind when you choose to speak Chinese in the Building."
“國際留學生們， 請一定一定一定要注意在教學樓裡說中文可能產生的意外後果。”
後面她補充道，希望國際留學生能在學校“100%說英語”：
"I have no idea how hard it has been and still is for you to come to the US and have to learn in a non-native language. As such, I have the upmost respect for what you are doing. That being said, I encourage you to commit to using English 100% of the time when you are in Hock or any other professional setting."
“我不知道來到美國並在非母語環境裡學習有多艱苦，我對你們抱以最高的敬意。話雖如此，我還是鼓勵你們在這棟樓及其他學術專業環境下，100%說英語。”
中國留學生和國外網友都怒了……
這封郵件在推特上被網友@siruihua曝光後，立刻引來大量圍觀和轉發。
Her email went viral on Twitter and Chinese social media, while Duke's medical faculty has promised to review its biostatistics programme.

很多網友批評尼利教授的郵件涉嫌種族歧視，同時擔憂該校的教職員工涉嫌歧視和威脅留學生。
Many have criticised Dr Neely's email as racist or insensitive, and raised concerns that faculty members were discriminating against international students.
不少中外留學生都表示憤怒↓↓↓
“又是老一套：這些人用我聽不懂的語言說我壞話，我要瘋了，所以我要把它說成公共問題。這才是種族主義者的瘋言瘋語。”
“讀完那封郵件後我更憤怒了。她使用的語言充滿了威脅：只因為在課間說中文就會產生‘不可預料的後果’。針對國際生的排擠真是沒完沒了。”
“的確是威脅：（郵件）聽上去那些未透露姓名的教授還打算在未來歧視他們。”
還有許多網友趕來評論區吐槽↓↓↓
“我懷疑如果這些學生或教授在中國，他們能保證自己在學校只說中文嗎？甚至跟其他英語國家的人也不說英語？或者他們會時不時休息一下說自己講的最流利的語言啊？”
“太搞笑了！跟自己人交談時完全沒理由說自己不習慣的語言。實際上這些中國學生在中國就學習英語，來到這邊繼續用英文學習非常令人佩服。我倒希望我能跟他們懂英文一樣會那麼多中文呢！”

“他們大概覺得自己的存在就是中國學生提高英語的‘機會’吧。”
有法國同學吐槽，自己也老被要求別說法語↓↓↓
“我也是名國際留學生。大家來猜猜我有多少次被要求不許說法語了。（白眼”）
不過，也有人支持尼利教授，認為就應該鼓勵中國學生去鍛鍊自己的英語水平↓↓↓
“我完全不覺得這事兒有啥毛病。這名教授非常值得被尊敬和理解，（郵件裡）根本就不是在提要求，而是在鼓勵學生們多說英語，幫助像我一樣在美國的中國留學生提高？”
在推特曝光郵件的@siruihua則diss了“鼓勵中國學生鍛鍊英語”一說↓↓↓
“我也完全不覺得一名學生跟同學說他們共通的語言有啥毛病。當然或許‘大聲’不禮貌，但是讓教授和其他教職工不爽的是學生在說一種他們不懂的語言。”
他還溫馨提示大家：“我查過，美國沒有官方語言。”
沒錯，CNN去年發佈一篇報道《供您參考: 英語並非美國的官方語言》
許多多語種國家都推廣某種語言作為官方語言，但 美國從來沒有將英語確定為官方語言。事實上，美國並沒有自己的官方語言。
A lot of multilingual countries promote an official language, but the United States has never done so with English. In fact, the US has no official language.
在美國建立之前，這片土地上的人們就使用著不同的語言。實際上，在13個殖民地中使用的通用語言包括荷蘭語、法語和德語。此外，印第安人使用的語言更加多樣。

還有中國留學生質疑：如果學霸在學校裡說中文，也會影響發展？
“我GRE考試分數超過了99%的人，託福也考到119分，另外我還在UBC拿下了哲學學位。如果業餘時間我在學校和朋友用中文聊天，也會影響到我的專業和職業發展？”
不只一封郵件，去年也警告過不能說中文
而讓人驚訝的是，這已經不是尼利教授第一次警告留學生不能說中文了……
經推特網友爆料，2018年2月尼利教授也發過一封類似郵件。學校發言人也證實了這封郵件的存在。
In February 2018, Professor Neely sent a similar email, which a university spokesman also verified.
郵件中稱她接到很多系裡教職人員對學生在課餘時間說中文的投訴，理由同樣是他們認為不說英語是學生“不努力”……
“Speaking in your native language in the department may give faculty the impression that you are not trying to improve your English skills and that you are not taking this opportunity seriously,” she wrote. “As a result, they may be more hesitant to hire or work with international students because communication is such an important part of what we do.”
“在系裡說你的母語，可能會讓教職工感覺你沒有在努力提高英語，也沒有認真對待這一機會。”她寫道，“因此，他們在僱用或與國際學生共事時，可能會更猶豫，因為溝通是我們工作中如此重要的一部分。”
然而，相比今年的郵件，這封郵件裡明確提出了“底線問題”：如果留學生繼續選擇在課堂外說中文，將難以獲得參與項目研究的機會。
"Bottom line: Continuing this practice may make it harder for you and future international students to get research opportunities while in the program," the 2018 email continued.
在學校業餘時間講母語，就會影響自己的發展前景？這事兒把杜克大學很多留學生都惹毛了。
2000名學生寫請願書，教授被撤職
郵件被曝光後，一些杜克大學學生連夜起草了請願書，收到共2000餘人的簽名支持，其中包括杜克大學的在讀學生和已經畢業的校友，還有其他院校的學生。
A group of students started a petition calling for an investigation into the actions of the unnamed faculty in Neely's email. The students said it has more than 2,000 signatures so far.

杜克大學亞裔學生聯盟和杜克大學國際協會也發出了聯合聲明，譴責尼利教授的郵件以及另兩名教職工的行為。
The Duke Asian Students Association and the Duke International Association condemned Neely's emails and the actions of the unnamed faculty members in a joint statement.
據CNN報道，上週六，杜克大學負責監督生物統計學項目的醫學院院長Mary Klotman對學生請願做出了回應，在回信中道歉並表示：“尼利博士已經明確被要求從研究生主管上撤職，立即生效”。
Mary E. Klotman, dean of the Duke University School of Medicine, emailed all biostatistics graduate students on Saturday to say Neely had “asked to step down” as director of graduate studies for the master’s program, effective immediately, and would be replaced by an interim director.
他還明確表示：學生的就業機會和推薦信絕對不會因為在課餘時間說母語而受到影響，學校也決沒有此類規定和限制。
"I understand that many of you felt hurt and angered by this message," Klotman wrote. "To be clear: there is absolutely no restriction or limitation on the language you use to converse and communicate with each other. Your career opportunities and recommendations will not in any way be influenced by the language you use outside the classroom."
BBC：杜克大學教授因“要求說英語”郵件被撤職
雖然學校方面很快做出了回應，還是有留學生表示對這個結果不滿意……
一名在杜克大學讀化學博士的中國留學生表示，如果學校想繼續維持良好的聲譽，就應該嚴肅對待此事，開除涉事的尼利教授。郵件中提到向她打報告的另外兩名教職工也該被開除。
Chi Liu, who’s pursuing a chemistry PhD at Duke, said the university can maintain a good reputation abroad if it shows it’s taking the situation seriously. Liu, who’s from China’s Hunan Province, believes Duke should fire Neely and the two unnamed faculty members who complained to her.
據杜克大學稱，該校生物統計學碩士項目的54名學生中，約有36名都是中國學生。而該項目的50名教職員工中，則約有10名是中國人。
About 36 of the 54 students in Duke’s master of biostatistics program are Chinese, according to the university. About 10 of the 50 faculty members in that program are Chinese, the university said.
每年有100多萬外國學生在美國學習，其中大約三分之一來自中國。
More than one million foreign students study in the United States each year, with roughly one-third coming from China.
針對這起事件，有媒體在杜克大學隨機採訪了幾位留學生，他們表示：課餘時間講母語沒毛病。
