Introduction: According to the announcement of the Customs Tariff Commission of the State Council of the People’s Republic of China, from January 1, 2019, tariffs will be reduced to 0 on black pearl to all of the most favoured nations and on other gem and jade goods (including diamonds, colored gemstones, organic gemstones, and jewelry) to New Zealand, Peru, Costa Rica, Iceland, Australia, APTA countries (Bangladesh, India, Laos, South Korea, Sri Lanka and Mongolia), Hong Kong, Macao, China and other countries and regions.

To the General Administration of Customs, P.R. China:

In order to promote high-quality economic development and steady growths in import and export trade, import and export tariffs on some goods will be adjusted from January 1, 2019 pursuant to the Regulations of the People's Republic of China on Import and Export Duties. The Adjustment Plan for Provisional Import and Export Tariff Rates in 2019 is now issued to you for your compliance. See the annex for details.

Adjustment Plan for Provisional Import and Export

Tariff Rates in 2019

I. Import tariff rates

(i) MFN tariff rates.

1. Provisional import tariff rates for 706 items will be applied from January 1, 2019; provisional import tariff rates for 14 information technology products will be cancelled, with reduced scope of application to provisional import tariff rates for 1 item, from July 1, 2019.

2. MFN tariff rates for information technology products listed in the Schedule to the Amendment to the Schedule of Tariff Concessions for the Accession of the People's Republic of China to the World Trade Organization will be reduced for the fourth time from July 1, 2019.

Schedule of Provisional Tariff Rates for Imported Goods (tariffs will be reduced to 0 on black pearl)

(2) TRQ.

Tariff-rate quota management will be maintained for 8 categories of goods including wheat, with tariff rates unchanged. 1% import provisional tariff rate will be continuously applied to urea, compound fertilizer and ammonium hydrogen phosphate. Sliding duties will be maintained, with proper adjustments, for a certain amount of cotton imported beyond quota.

(3) Conventional tariff rates.

1. With reference to preferential tariff or trade agreements between China and related countries or regions, in addition to those reduced conventional tariff rate plans approved by the State Council, conventional tariff rates between China and New Zealand, Peru, Costa Rica, Switzerland, Iceland, South Korea, Australia, Georgia and APTA countries will be further reduced from January 1, 2019. As per the Agreement on Trade in Goods under the Mainland/Hong Kong, Macau Closer Economic Partnership Arrangements (hereinafter referred to as the Agreement), 0 tariffs will be fully applied to products originating in Hong Kong and Macao, except for those products for which special commitments have been made by Mainland China in international agreements, from the effective date of the Agreement.

2. When the MFN tariff rate is lower than or equal to the conventional tariff rate, the agreed provisions shall prevail.

(4) Preferential tariff rates.

According to the Asia-Pacific Trade Agreement, preferential tariff rates thereunder will be further reduced.

II. Export tariff rates

From January 1, 2019, export tariffs or provisional export tariff rates (unchanged) will be imposed or maintained for 108 items including ferrochromium; provisional export tariff rates will be cancelled for 94 items.

The above plan will become effective on January 1, 2019, unless otherwise specified.
