注意：提高“了”和提高“到”是有区别的，提高“了”用by, 提高“到”用to，所以这里面risen后面用了by。
此外，“成为城镇居民”这里没有直译，而是说成：gain permanent urban residency,这样可以表达出深层含义，也就是并非只住在城镇生活，而是有了城镇户口。
