另一方面，朝鮮早在1月30日，就宣佈進入抗擊疫情的緊急狀態，不但延長了所有學校的開學時間，還禁止國內所有聚集性活動，針對國內民眾的日常衛生情況也做出了規範，要求所有民眾在沒有特殊情況下不得外出，即使外出時，也要做好必要的防護措施，回家之後立即做到勤洗手；
由此可以看出，朝鮮政府不僅對外切斷了海陸空通道，對內，朝鮮也在最大程度上減少人員流動，切斷病毒傳播通道，再加上，朝鮮本身就是一個內向型經濟國家，與外界的經貿往來本身就不多，因此，朝鮮可以真正做到長時間封國，而不會對其造成太大影響，正是由於朝鮮政府快速有效地應對措施，才能使得朝鮮真正避免出現疫情，這與朝鮮有沒有特色藥材毫無關係。
