My dear , There is nothing like powerful term in Concrete.
It simply depends upon the grade of the Concrete.
Higher the Grade of the Concrete , Higher will be it's Load carrying capacity.

Still , If We want to cast a Concrete Road , above the Ground Level , The Maximum Grade of Concrete which we use is M40 to the best of my knowledge, which is almost same in both India and China.
But what makes thier roads much better than us is the durability of the Concrete used there which is far better as compared to us.
This I have to accept , simply because the Durability of the Concrete relies mainly on Quality Control and Good Workmanship.
Regarding Good Workmanship, we are as same as them.
But , then regarding Quality Control, As an Indian , I feel sad , we still have to improve on it.
And that's why thier Roads are better than us and are fit for use all the 12 months of the Year.

I haven't been to India but from the internet and some media reports I think that China’s infrastructure construction is much better than the India’s.
Many newly built roads and highways in China are excellent, especially bridge construction .

As for the second question, I know roads in China mostly are build in asphalt while some old roads maybe were built in concrete. But I donot know the deatails as my major is politics not engineering.
