潘新明，1942，祖籍陝西華陰，居北京。原中國外交官。現國家一線德藝雙馨藝術大師、新時代藝術領袖、中華國禮藝術中心、藝術家潤格網名譽主席、中國網絡資訊臺藝術頻道、英國、瑞典皇家藝術院高級藝術顧問、法西蘭皇家美術學完中國籍院士。在50多年筆墨生涯中，他在繼承祖國傳統詩詞、書法藝術的基礎上，融貫古今之秀，融入新時代、新思想、新內容等元素，獨具匠心，摸索出了一條自己的創作思維、方法、路徑；用筆精到，風格多樣，佈局結構合理，構架優美，形成了自己獨特風格。書法詩詞作品榮獲多次中國文化藝術類終身成就最高獎、國家文化傳承創新貢獻獎、世界藝術終身成就獎、第三屆世界文化獎金獎等。多家權威媒體或文化藝術機構評為十大殿堂級藝術家、十大國寶級藝術家、人民藝術家，多幅書法藝術品被選入編《國學經典》、《世界藝術巨匠》八人集長卷等。出版有《周恩來手跡大字典》《潘新明韻語選集》等。
