Knowledge or technologies is not something can be stolen.

知识或者说技术不能说是偷来的。

If you have a bread, I steal the bread, then you lost the bread and I have it. You can call this as “stolen”, because you lost the item which you owned.

有一块面包,我偷走了,你没有了这块面包,被我偷走了。

你可以说是“偷”,因为你损失了一块面包。

But you have a knowledge/knowledges, I can learn from you. You did not lost anything, both of us can improve the knowledge and even cooperation to bring out better technologies.

Learn from others and improve it, this is how the human society get to this point today. Once China catch up the gap and nothing ahead to learn anymore, then China will invent new stuffs and others can learn.

Usually there is an requirement, if a foreign company wants to sell or manufacture its products in China, that it has to give the Chinese government all manufacturing data, so that the Chinese can then build this product themselves and sell it under their own name as a competitor. I have heard of several companies from Germany, which decided that the possible number of sales were not worth it if they had to develop a competitor, who would later push them out of the market.

No, high-speed rail is not a piece of design paper which people can steal.

China has more than 946 patents on various inventions for the development of the high-speed rail. Of course, there are also many patented spare parts or components purchased from other countries for the rail.

China and Germany has strategic partnership agreement on the development of many railway products. In fact, the partnership of CCRC, China and Simens, Germany has metro jointly produced and sold to Brazil and the US.

Good question. If you claim China stole somebody works, 1st you have to ask the Japanese how do they emulate those technology from the west during 70’s and 80’s. I remember CD player was not invented by Japan, it was a piece of invention by a research team in United States. Japanese took the technology and perfect the prototype and was later sold back to United States. Liquid fuel combustion engine was not invented by Japanese, its was built by American George Brayton. However, Japanese knocked it down, studied the engine inside out and built a more compact fuel efficient engine, which are now flooding the American car market. It is a continuous learning curve for everybody. From emulation to invention. It is a matter of knowledge accumulation, and a process that nobody could escape. I trust China has slightly crossed the 1st stage and moving toward the second stage – machine perfection and subsequently build its own branding. As we know, China is not just hungry for the high speed train, they are ardently looking for other technology as well. Needless to wait long, in given time, China could build a technology empire in the foreseeable future.
