its next to impossible for a foreigner to get permanent residence status in china, unless you are of chinese decent. there are 2 things that come very close. One if you are married to a chinese citizen, or a close family member through marriage, you can qualify for a 2 year D visa, which allows you to work or study. as a full time foreign worker you need a certificate of being an expert in your field, and then you can qualify for a 1 or 2 year work (Z) visa. Doing a long term study program will allow you to get a 1 or 2 year study (X) visa. All of these can be revoked at any time, technically, so there is no such thing as permanent residence for foreigners.
Finally, there is a back door. Hong Kong passport holders do not need a visa to enter and live and work in china, so if you spend 7 years working or studying in Hong Kong you can qualify for a permenant residence permit there, and therefore you can backdoor your way into china. Until the law changes at least.

Jonathan LeBlanc is for the most part correct in what he mentions; however, I would add a couple of points. Holding a dependence visa, student visa, or a business visa does not give you the right to work in China. Student visas are not starting to allow a small amount of work and it depends on the type of student visa (e.g. 10 hours per week or something like this).
The only visa type that gives you the right to work is a work permit (or a foreign expert's certificate) and a residence permit visa. Both documents to legally work in China are dependent on each other and the fact of having an employer in China that meets the requirements to employ non-Chinese people.With this said, if you are not of Hong Kong decent, it is very difficult to get Hong Kong nationality as well. China gives out very few permanent residence cards each year, as China is not an immigration bearing nation. Most people that have permanent resident cards are the original, first teachers that were invited to China or people that made a very significant contribution to the country.
