Today, the official website of the National Health Commission issued the “Notice on Printing and Distributing Mask-wearing Guidelines for the Public in a Scientific Way, and gave sound suggestions on wearing masks under different scenarios:

Mask-wearing Guidelines for the Public in a Scientific Way

Wearing masks correctly can prevent us and the public from respiratory infectious diseases such as COVID-19 and influenza. At present, in the mist of the epidemic, the following guidelines are presented to guide the public to wear masks in the proper way in a drive to effectively control the epidemic, and protect public health.

I. The general public

(1) Indoors and outdoors: less people, good ventilation.

Advice: No need to wear a mask.

(2) Crowded places, such as offices, shopping malls, restaurants, conference rooms, workshops, _ lifts, or public transportation vehicles.

Suggestions: In medium and low-risk areas, you should always carry a mask (a disposable medical mask or a medical surgical mask) with you, and then wear it when you are in close contact with other people (less than or equal to 1 meter). In high-risk areas, you should wear a disposable medical mask.

(3) For those with cold symptoms such as coughing or sneezing.

Advice: Wear a disposable medical mask or a medical surgical mask.

(4) For close contacts with self-quarantine people, and COVID-19 recovered personnel.

Advice: Wear a disposable medical mask or a medical surgical mask.

2. Personnel in specific places

(1) Densely populated hospitals, bus stations, railway stations, subway stations, airports, supermarkets, restaurants, public transportation vehicles, and entries and exists of community and companies.

Suggestions: In medium and low-risk areas, you should wear a disposable medical mask or a medical surgical mask. In high-risk areas, you should wear a medical surgical mask or a protective mask whose protective ability equals to KN95 / N95 and above.

(2) Prisons, nursing homes, welfare homes, mental health medical institutions, classrooms, dormitories of construction site, and other densely populated places.

Protective suggestions: In medium and low-risk areas, you should always carry a mask (a disposable medical mask or a medical surgical mask) with you, and then wear it when you are in close contact with other people (less than or equal to 1 meter). In high-risk areas, working staff should wear medical surgical masks or protective masks whose protective ability equals to KN95 / N95 and above, while the others should wear disposable medical masks.

3. Vital personnel

Suspected cases, confirmed cases, and asymptomatic cases; close contacts and immigrants (from their entry to the end of the quarantine).

Suggestion: Wear a medical surgical mask or a non-exhalation valve mask whose protective ability equals to KN95 / N95 and above.

4. High-risks Personnel due to occupation

(1) Medical personnel in general outpatient clinics and wards; emergency medical personnel in low-risk medical institutions; administrative personnel engaged in epidemic prevention and control, including police, security, cleaning, etc.

Advice: Wear a surgical mask.

(2) Personnel working in the COVID-19 ward and ICU with confirmed and suspected cases; medical staff at fever clinics of designated medical institutions and in emergency departments of medical institutions in middle and high risk areas; medical staff engaged in epidemiological investigations, experiments and room testing, environmental disinfection personnel; staff for the transfer of confirmed and suspected cases.

Advice: Wear a medical protective mask.

(3) Operators engaged in the collection of respiratory specimens; staff who perform tracheotomy, tracheal intubation, bronchoscopy, sputum suction, cardiopulmonary resuscitation, or lung transplantation, pathological anatomy of patients infected with COVID-19.

Suggestion: hood-type (or full-type) powered air-supply filter-type respirator, or half-face-type power-supply air-filter-type respirator with goggles or full screen. P100 anti-particulate filter elements are required for both types of respirators, and filter elements cannot be reused. Protective equipment can be used after disinfection.

5. Precautions:

(1) Before wearing and removing respiratory protective equipment including facial masks and masks, you should wash hands first.

(2) Do not flip upside down the front and back_ of a mask. Make sure the mask you wear covers your nose and mouth. Adjust the nose clip to fit the face.

(3) Avoid touching the inside and outside of the mask. Take off the mask by taking off the cord at both ends.

(4) Wearing several masks at one time cannot effectively make you safer, but instead it increases respiratory resistance and may damage the adhesion.

(5) There is no evidence to prove that after cleaning and disinfecting the masks, they can still be used effectively.

3月18日,國家衛健委網站發佈《關於印發公眾科學戴口罩指引的通知》,對不同場景下戴口罩提出科學建議:

公眾科學戴口罩指引

科學戴口罩,對於新冠肺炎、流感等呼吸道傳染病具有預防作用,既保護自己,又有益於公眾健康。目前,在抗擊新冠肺炎疫情形勢下,為引導公眾科學戴口罩,有效防控疫情,保護公眾健康,特提出以下指引。

一、 普通公眾

(一)居家、戶外,無人員聚集、通風良好。

防護建議:不戴口罩。

(二)處於人員密集場所,如辦公、購物、餐廳、會議室、車間等;或乘坐廂式電梯、公共交通工具等。

防護建議:在中、低風險地區,應隨身備用口罩(一次性使用醫用口罩或醫用外科口罩),在與其他人近距離接觸(小於等於1米)時戴口罩。在高風險地區,戴一次性使用醫用口罩。

(三)對於咳嗽或打噴嚏等感冒症狀者。

防護建議:戴一次性使用醫用口罩或醫用外科口罩。

(四)對於與居家隔離、出院康復人員共同生活的人員。

防護建議:戴一次性使用醫用口罩或醫用外科口罩。

二、 特定場所人員

(一)處於人員密集的醫院、汽車站、火車站、地鐵站、機場、超市、餐館、公共交通工具以及社區和單位進出口等場所。

防護建議:在中、低風險地區,工作人員戴一次性使用醫用口罩或醫用外科口罩。在高風險地區,工作人員戴醫用外科口罩或符合KN95/N95及以上級別的防護口罩。

(二)在監獄、養老院、福利院、精神衛生醫療機構,以及學校的教室、工地宿舍等人員密集場所。

防護建議:在中、低風險地區,日常應隨身備用口罩(一次性使用醫用口罩或醫用外科口罩),在人員聚集或與其他人近距離接觸(小於等於1米)時戴口罩。在高風險地區,工作人員戴醫用外科口罩或符合KN95/N95及以上級別的防護口罩;其他人員戴一次性使用醫用口罩。

三、 重點人員

新型冠狀病毒肺炎疑似病例、確診病例和無症狀感染者;新型冠狀病毒肺炎密切接觸者;入境人員(從入境開始到隔離結束)。

防護建議:戴醫用外科口罩或無呼氣閥符合KN95/N95及以上級別的防護口罩。

四、 職業暴露人員

(一)普通門診、病房等醫務人員;低風險地區醫療機構急診醫務人員;從事疫情防控相關的行政管理人員、警察、保安、保潔等。

防護建議:戴醫用外科口罩。

(二)在新型冠狀病毒肺炎確診病例、疑似病例患者的病房、ICU工作的人員;指定醫療機構發熱門診的醫務人員;中、高風險地區醫療機構急診科的醫務人員;流行病學調查、實驗室檢測、環境消毒人員;轉運確診和疑似病例人員。

防護建議:戴醫用防護口罩。

(三)從事呼吸道標本採集的操作人員;進行新型冠狀病毒肺炎患者氣管切開、氣管插管、氣管鏡檢查、吸痰、心肺復甦操作,或肺移植手術、病理解剖的工作人員。

防護建議:頭罩式(或全面型)動力送風過濾式呼吸防護器,或半面型動力送風過濾式呼吸防護器加戴護目鏡或全面屏;兩種呼吸防護器均需選用P100防顆粒物過濾元件,過濾元件不可重複使用,防護器具消毒後使用。

五、 使用注意事項

(一)呼吸防護用品包括口罩和麵具,佩戴前、脫除後應洗手。

(二)佩戴口罩時注意正反和上下,口罩應遮蓋口鼻,調整鼻夾至貼合面部。

(三)佩戴過程中避免用手觸摸口罩內外側,應通過摘取兩端線繩脫去口罩。

(四)佩戴多個口罩不能有效增加防護效果,反而增加呼吸阻力,並可能破壞密合性。

(五)各種對口罩的清洗、消毒等措施均無證據證明其有效性。

(六)一次性使用醫用口罩和醫用外科口罩均為限次使用,累計使用不超過8小時。職業暴露人員使用口罩不超過4小時,不可重複使用。
