美近百學者前政要聯名呼籲中美合作抗疫,但有人刪了自己名字

“中國的工廠可以製造防護設備和抗擊病毒所需的藥物。它的醫務人員可以分享他們臨床治療的寶貴經驗。它的科學家可以與我們的科學家一起開發抗擊病毒所急需的疫苗。”

當地時間3日,90多名美國知名學者和前政府高官聯合發出公開信,呼籲美中共同應對新冠肺炎疫情帶來的全球性危機,稱“沒有美國與中國在某種程度上的合作,任何抗擊新冠病毒疫情的努力都不會取得成功”。

就在這封公開信發出的前一天,中國百名學者在國際知名期刊《外交學人》刊發致美國社會各界的公開信,從人類命運共同體的角度,呼籲全球團結合作。

美方的公開信由美國前國家安全顧問斯蒂芬·哈德利,奧巴馬政府時期負責東亞事務的助理國務卿坎貝爾,美國智庫亞洲協會美中關係中心主任夏偉和前美國副助理國務卿謝淑麗共同發起。

簽名人包括來自美國兩黨的前政府高官——美國前國務卿奧爾布萊特、前國防部長哈格爾、前駐華大使洛德、前國家安全顧問蘇珊·賴斯等,以及美國著名學者約瑟夫·奈,澳大利亞前總理陸克文等。

美國《華爾街日報》報道說,特朗普政府的前國家情報總監丹·科茨曾在公開信簽名,但後來又要求刪掉自己的名字。

據美媒報道,公開信說,中國可以為抗疫做出多方面貢獻。“中國的工廠可以製造防護設備和抗擊病毒所需的藥物。它的醫務人員可以分享他們臨床治療的寶貴經驗。它的科學家可以與我們的科學家一起開發抗擊病毒所急需的疫苗。”

公開信承認美中之間在利益和價值觀上存在嚴重分歧,但認為美國無需在其利益或價值觀上做出讓步,就可以在應對這一大流行病方面進行合作。公開信援引冷戰時期的先例——當時美國和蘇聯共同努力為世界接種天花疫苗。坎貝爾在信中說,即便兩國間存在不信任,兩國政府也應該求同存異。

公開信提出一系列適用兩國合作的領域,包括通過二十國集團建立清晰透明的機制來共享相關科學數據;對比最佳醫療實踐;聯手提高醫療用品的生產和分配;協調疫苗和治療研究、測試、生產和分配的資金和臨床試驗等。

但在呼籲美中合作的同時,這封公開信也對中國進行了批評。這些與事實相悖的說辭,正顯示出中美合作抗疫的障礙所在。

《華爾街日報》報道稱,公開信批評中國“最初抗拒與美國合作”,在初期掩蓋疫情,且持續缺乏透明度。

有美國媒體注意到,在中國學者呼籲美中合作的公開信中,傳達的最重要信息之一是新冠肺炎疫情被“政治化、汙名化”,並強調“各國應該團結、合作,而不是相互埋怨、推諉、指責”。
