鄭州發佈23號通告
Late at night on March 19, the No. 23 Notification was released by the Office of Zhengzhou Leading Group of COVID-19 Prevention and Control:
3月19日深夜，鄭州市新冠肺炎疫情防控領導小組辦公室發佈了第23號通告。
To firmly implement the level II response requirements of public health emergency in Henan Province and to improve the economic and social order that is appropriate to the epidemic prevention and control, the Municipal COVID-19 Prevention and Control Leading Group has determined to further improve the epidemic prevention and control measures, as follows:
為認真落實河南省突發公共衛生事件二級響應要求，健全同疫情防控相適應的經濟社會運行秩序，經市疫情防控領導小組研究決定，現就進一步完善疫情防控措施通告如下：
I. Prevent imported cases more precisely
Implement the measures of the Central Government to "improve the mechanisms for data sharing, information report and verification of inbound arrivals", set up epidemic prevention and control work teams at the airport and railway stations, and strictly execute the QR code (Henan Health Code and MIIT 14-day Trip History Code) scanning, temperature monitoring, passenger flow distribution, transfer, quarantine, etc. to further strengthen the control of inbound arrivals to Zhengzhou.
一、更加精準防範境外疫情輸入
認真落實中央“完善數據共享、信息通報和入境人員核查機制”，建立機場、高鐵、火車站三個樞紐疫情防控工作專班，嚴格實行“掃雙碼”、測體溫、分流、轉運、隔離等措施，進一步強化對境外入鄭人員管控。
II. Quarantine inbound arrivals to Zhengzhou at designated place
From March 20, 2020, inbound arrivals with residence in Zhengzhou shall undergo concentrated quarantine for medical observation, at their own expenses. Special inbound arrivals such as seniors over 70 years old, minors, pregnant and lying-in women and those with severe underlying diseases may apply for quarantine at home. After strict evaluation by local county (city, district), the village (community) shall be responsible to perform their 14-day in-home quarantine.
二、境外入鄭人員實施集中隔離
自2020年3月20日起，對境外入鄭居住人員，實行集中隔離醫學觀察措施，費用自理。70週歲以上老人、未成年人、孕產婦和患有嚴重基礎性疾病等特殊情況的入境人員，可申請居家隔離，經屬地縣（市、區）嚴格評估後，由村（居）落實14天居家隔離措施。
III. Lift relevant control measures in a safe and orderly manner
Apply strict control of target group and decontrol the group who are certified infection-free. Citizens can scan QR code or provide the "Henan Health Code" in green to enter any village (community) and take public transportation in the city. The management of personnel with health code in red shall be strengthened and their quarantine shall be precisely monitored with accurate personal and household information. Citizens who seek medical treatment and take inter-city buses still need to scan QR code and take temperature.
三、穩妥有序解除相關管控措施
管住重點人、放開健康人。市民通過掃二維碼或亮“河南健康碼”顯示綠色者，可進入市域任何村（居）、乘坐市內公共交通工具。強化掃碼紅色人員管理，居家隔離管控精準到戶到人。市民就醫、乘坐長途客運班車，繼續落實掃二維碼、測體溫措施。
IV. Accelerate the resumption of production and living order in an all-round way
Remove the 38 epidemic prevention service stations at expressways, national and provincial arterial roads; metros, buses, taxis (including ride-hailing cars) and intercity bus service in the province resume normal operations. Orderly restore dine-in services of catering enterprises. All industries except movie theaters, KTVs, bars, Internet cafes, bath centers, chess and card rooms, game rooms, and off-campus training institutions resume normal operations.
四、加快全面恢復生產生活秩序
撤除全市38個高速公路、國省幹道交通防疫服務站，市內地鐵、公交、出租車（含網約車）及省內長途客車恢復正常運營。有序開放餐飲企業堂食服務。除電影院、KTV、酒吧、網吧、洗浴中心、棋牌室、遊戲廳、校外培訓機構外的所有行業恢復正常經營。

Across-the-board policies introduced to provide strong support for enterprises
最全政策強力支持企業發展
On March 14, Zhengzhou Municipal Development & Reform Commission announced the Summary of Policies on Epidemic Prevention and Control to Support the Development of Enterprises in Zhengzhou, which introduced across-the-board policies for supporting the development of enterprises from 10 aspects, including finance, taxation, land, employment, environment, agriculture, industry, construction and service industries. In addition, a reward of up to 10 million yuan will be given to the units which develop effective vaccines or specific drugs against the COVID-19. The policies support first-line epidemic prevention and control personnel to carry out scientific and technological research based on clinical epidemic prevention and control, and those who make major breakthroughs will be rewarded in accordance with the talent policy of "Pool Talents Across the World". Operating subsidies (30% of the total operating expenses reduced or exempted, up to 500,000 yuan) of up to 3 months will be given to the technology enterprise incubators and maker spaces above the municipal level that have reduced or exempted operating expenses for small, medium and micro-sized enterprises during the epidemic period.3月14日，鄭州市發改委公佈《鄭州市疫情防控支持企業發展政策摘要》。從財政、金融、稅費、土地、用工、環保、農業、工業、建築業、服務業等10個方面推出支持企業發展的最全政策。此外，對研發出新型冠狀病毒肺炎有效疫苗或特效藥的單位，給予最高1000萬元一次性獎勵。支持疫情一線防控人員結合疫情臨床防控開展科技攻關，對取得重大突破的，優先按照“智匯鄭州”人才政策給予獎勵。對在疫情期間為承租的中小微企業減免運營費用的市級以上科技企業孵化器、眾創空間，給予最長3個月的運營補貼，補貼標準為減免運營費用總額的30%，最高50萬元。

The first chartered flight of China Post from Zhengzhou to Seoul took off
鄭州發首爾郵政貨運包機首航
On March 18, a chartered flight of China Post Henan Company took off from Zhengzhou Xinzheng International Airport to perform its first cargo delivery mission from Zhengzhou to Seoul, South Korea, marking the successful opening of the mail transport channel from Zhengzhou to South Korea. The mail flight route will effectively solve the problem of import and export mail backlog caused by the shortage of air transport capacity between China and South Korea due to the impact of COVID-19. The company also plans to open freight routes from Zhengzhou to Tokyo, Europe and the United States in the near future.
3月18日，中國郵政河南公司包租航班從鄭州機場起飛，首次執行鄭州至韓國首爾貨運航線。鄭州至韓國郵件的運輸通道順利打通，有效解決了因新冠肺炎影響導致中韓間航空運力短缺造成的進出口郵件積壓問題。郵政河南公司計劃近期還將開通鄭州至東京以及歐美等貨運航線。

On March 19, Zhengzhou Municipal Bureau of Commerce and Administration for Market Regulation of Zhengzhou City jointly issued the Notice on Orderly Opening of On-site Catering Service for Catering Enterprises, announcing that Zhengzhou will resume on-site catering service orderly from now on. According to the Notice, catering companies should make public in writing the epidemic prevention and control measures and dining instructions in prominent places in the dining places. Customers must show their health code when entering a restaurant. Diners with symptoms such as fever and cough shall be refused to enter dining places.
