同气连枝，珍重待春风。3月2日晚21点，河南省委外办24小时外语服务热线电话第四次接到了新西兰籍公民秦女士的来电。秦女士感谢省委外办在特殊时期积极协调帮助其母女解决口罩问题和签证延期问题，并随后发来了女儿——现就读清华大学新闻与传播学院的新西兰籍留学生王艺迪执笔的中英双语感谢信。

2月4日，新西兰籍公民秦女士致电省委外办，表示其目前正居住在郑州市，其办理的签证类型是三年多次往返，且在国内一次性停留不能超过90天，目前临近到期日，但由于当前疫情防控等情况，原计划出行十分不便，难以实现在到期日之前出国，请省委外办给予协助。省委外办了解情况后，积极帮助秦女士协调对接，并通过郑州市公安局出入境管理处妥善解决了签证延期事宜。
2月24日，秦女士再次致电省委外办，感谢省委外办帮助解决签证延期问题，同时咨询了针对外籍人士的口罩申领购买途径。秦女士了解到按照豫疫情防指办【2020】25号文件精神，为满足人民群众疫情防控基本需求，解决群众购买口罩难问题，政府向社会限量投放一批口罩，郑州市民可以就近预约，实名购买。但该政策只适用于持身份证预约的当地市民，外籍人士无法申领。秦女士希望了解在豫外籍人士申领口罩的渠道。省委外办高度重视，本着中外公民一视同仁的原则，及时协调郑州市委外办及其所在社区积极了解情况，并寄送口罩一包，解决了秦女士母女的实际困难。
为在疫情防控期间向在豫外籍人士提供求助和咨询服务，省委外办于1月29日开通了24小时英语热线电话，后来增加至英、法、德、俄、西、日、韩、葡、阿等9个语种热线。自电话开通以来，已有来自英国、美国、俄罗斯、墨西哥、澳大利亚、新西兰、印度、乌兹别克斯坦、巴基斯坦、刚果（布）、塞尔维亚、匈牙利、南非、加拿大、白俄罗斯、菲律宾、马来西亚、日本、哥伦比亚、以色列、摩洛哥、保加利亚、德国、尼泊尔等24个国家66人致电寻求帮助或咨询疫情防控有关事宜，并得到了热心服务和详细解答。
截至3月2日，河南省已有三门峡市、焦作市、平顶山市、许昌市、洛阳市、驻马店市等6个省辖市在全国防疫阻击战中率先实现“疫情地图”变白。与此同时，全省存量病例持续下降，连续4天无新增确诊病例，数据显示河南省疫情防控形势积极向好的态势进一步拓展。正如王艺迪信中所言：“同气连枝，我们定能战胜新型冠状病毒肺炎疫情！”

First of all, please accept the sincerest gratitude of my mother and I. With your incredible efforts, we have received by mail face masks coordinated by the Foreign Affairs Office, which has insured our basic living security of the novel coronavirus situation.
我叫王艺迪（YI DI WANG），是一名新西兰籍华人，目前就读于清华大学新闻与传播学院。春节我和母亲回到了故乡河南，陪伴我年迈卧床的爷爷一起过春节。面对突如其来的新冠病毒疫情，我和我母亲困在了郑州。
My name is Yi Di Wang and I am a New Zealander, currently studying at the School of Journalism and Communication of Tsinghua University. During the Spring Festival, my mother and I returned to our hometown of Henan to spend the holiday with my elderly grandfather. Faced with the sudden outbreak of the novel coronavirus, my mother and I were trapped in Zhengzhou.
我们按照中国政府的要求，选择暂住朋友空闲家中居家隔离。疫情期间，我尝试了很多种途径购买口罩，都是货源紧缺暂时无货。家中所剩的口罩还是我母亲的朋友从前在家中所囤积的口罩，虽然数量不多但那也是仅有的物资。但是在大学网课开始后，有大量的学习阅读资料需要外出打印，因为口罩的问题让我感觉面对疫情我们很无助。
In accordance with the requirements of the Chinese government, we choose to temporarily stay with friends and be quarantined at home. During the epidemic, we tried many ways to purchase face masks, all of which were in short supply and temporarily out of stock. The remaining masks at home are the ones my mother's friends had collected in the past. Although there are not many, they are the only supplies. However, after Tsinghua’s online class began, there was a large amount of study and reading materials that needed to be printed out and the shortage of face masks made us feel that very helpless in the face of the situation.
这时看到了人民日报发文《河南省外办致在豫外国朋友的一封信》，信上写道“努力让在豫外国朋友有宾至如归的感觉，及时全面摸清外国友人数量，做到服务保障一个都不能少”，我看完后内心感觉无比温暖和欣慰。我母亲立即就拨打了外事办的24小时咨询求助电话0371-65688846，工作人员非常贴心地询问我们母女二人近期的身体状况和生活情况。第二天，郑州东区的负责外事人员王先生就和我们电话联系，通知我们在下午会有社区的两位工作人员来到我们暂住的地方，落实口罩等事宜，并且先送来了本来是工作人员自己的口罩应急。三天后外事办就快递寄了一包口罩放到了家里。
At this time, we saw a letter from the People's Daily “A Letter to All Friends in Henan Province.” The letter translates: “There is no shortage of protection.” After reading it, we felt extremely warm and gratified. My mother immediately called the Foreign Affairs Office's 24-hour consultation helpline at 0371-65688846, and the staff intimately asked about our recent physical and living conditions. The next day, the responsible foreign affairs officer Mr. Wang of Zhengzhou East District contacted us by phone and informed us that in the afternoon, two members of the community would come to our temporary place to implement the masks, offering their own face masks in case of emergency. Three days later, the Foreign Affairs Office delivered a pack of face masks to the house.
面对新冠状病毒，我们坚信中国政府能够战胜疫情！祝福中国未来更加繁荣昌盛！我是外国人但不是外人，相信中国一定能赢！
Facing the novel coronavirus, we firmly believe that the Chinese government can overcome the epidemic!
