1.New Customs Regulations of India
From April 1st, 2018, India customs will carry out new customs clearance requirements, and foreign trade freight forwarding enterprises must strictly enforce them. Otherwise, the goods will not be cleared after arrival of the goods at the destination port, and they will face customs punishment at the same time.
2018年4月1日开始，印度海关将实施新的通关政策，外贸货代企业需严格执行，否则货物运抵目的港后将无法清关，同时面临海关处罚。
According to the latest requirements of India customs, all the goods exported to India port (including India inland port), bill of lading and manifest must manifest the following information:
按印度海关最新要求，所有出口至印度港口的货物（含印度内陆港），提单和舱单必须显示以下信息：
1.IE code of the importer
进口商的IE code
2.GSTN number of the importer
进口商的GSTN number
3.The effective office mailbox address of the importer
进口商的有效办公邮箱地址
The effective date is from April 1st, 2018, please refer to the port of shipment date.
生效日期为2018年4月1日，以起运港装船日期为准。
Notice
● At present, the implementation of the scope is limited to all cargo unloading at NSA (including by NSA ICD).
目前实施范围仅限所有在NSA卸船的货载(含经 NSA 转 ICD)。
●GST no.is Size 15，and IEC no. is Size 10.
GST no.为15码，IEC no.为10码。
-There must be GST as long as registered with the government.
GST只要有跟政府注册的公司一定有。
-There must be IEC for the companies with an import and export license.
IEC则是有进出口执照的公司一定有。
-India customers must know them as they are very common.
两个都是很常见，印度客户肯定知道。
●If c/ & n/ on the bill of lading is by the freight forwarder, there is no IE CODE, but three points still need to be marked on the HOUSE BL of the freight forwarder.
若提单上c/ & n/是货代，则无 IE CODE, 但货代的 HOUSE BL 上仍需注明三点。

2.India will substantially increase tariffs
India finance minister Arun Jaitley has submitted the budget proposal for 2018 to 2019 to Parliament in February 1st, which will
not only increase import tariffs, but also point out that 10% Social Welfare Surcharge will be added to the basic tariffs of imported goods.印度财政部长阿伦·贾伊特利2月1日向议会提交2018－2019年度财政预算提案，不仅大幅提升进口产品关税，其中还提及，将对进口货物在基本关税基础上加收10%社会福利附加费。
At the same time, in order to promote local manufacturing in India, tariff rates of some products such as auto parts, mobile phones, lithium batteries, clocks, toys and other products have been raised.
同时，为了促进印度本土制造的发展，对于汽车零部件、手机、锂电池、钟表、玩具等某些产品的关税税率进行了上调。
The main affected products as follows:
● The cell phone tax rate rises from 15% to 20%.
手机税率从15%升至20%。
●The tax rate of some mobile phone accessories (batteries, chargers, adapters) rises from 10% to 15%.
部分手机配件（电池、充电器、适配器）税率从10%升至15%。
●The tax rate of some LCD/LED/OLED panels and TV components rises from 7.5%-10% to 15%.
部分LCD/LED/OLED面板和电视组件的税率从7.5%-10%升至15%。
●The tax rate of some auto parts, including spark ignition engine, compression ignition engine, crankshaft, electric ignition equipment etc. rise from 7.5% to 15%.
部分汽车零部件，包括火花点火式发动机、压缩点火发动机、曲轴、电点火设备等的税率由7.5%升至15%。
●The tax rate of artificial jewels rises from 15% to 20%.
人造珠宝税率由15%升至20%。
●The tax rate of some cosmetic products (perfume, cosmetics and skin care products) rises from 10% to 20%.
部分美容用品（香水、化妆品、护肤品）税率由10%升至20%。
●The tax rate of watch, smart watch and wearable equipment rises from 10% to 20%.
钟表、智能手表、可穿戴设备税率由10%升至20%。
●The tax rate of sunglasses rises from 10% to 20%.
太阳镜税率由10%升至20%。
●The footwear tax rate rises from 10% to 20%.
鞋类税率由10%升至20%。
●The tax rate of some toys rises from 10% to 20%.
部分玩具税率由10%升至20%。
●The tax rate of edible oil, such as peanut oil and safflower seed oil rises from 12.5% to 30%.The tax rate of refined edible vegetable oil rises from 20% to 35%.
花生油、红花籽油等食用油税率从12.5%升至30%，精制食用植物油税率从20%升至35%。
