Notice from Hubei Provincial COVID-19 Prevention and Control Headquarters
According to the Law of the PR. China on Emergency Response, the Law of the PR. China on the Prevention and Control of Infectious Diseases, and Hubei’s Level I Response Mechanism on Major Public Health Emergencies and other relevant regulations, the notice on the lifting of the regulations leaving Wuhan and Hubei and the arrangements for resuming production in Wuhan was issued as follows to coordinate the epidemic prevention and control, economic and social development, and promote the orderly restoration of production and living order after gaining the approval of the central government:
1.From 00:00, March 25th, the control for leaving Hubei cities outside Wuhan will be lifted, and the external traffic will be orderly resumed. People leaving Hubei can safely and orderly flow to other cities by gaining the“Green Code”.
2.Wuhan will continue to implement strict control measures for leaving Wuhan and Hubei. Starting from 00:00, March 25, migrant workers holding the "Green Code" whose nucleic acid testing results are negative will be directly transferred to their destinations without stop in the journey on the premise that Wuhan perfectly conducts health management and puts into practice prevention methods. From 00:00 on April 8th, the control for leaving Wuhan will be lifted, and the external traffic will be orderly resumed. People leaving Hubei can safely and orderly flow to other cities by gaining the “Green Code”.
3.People from other provinces coming to Hubei can travel safely and orderly throughout Hubei given that their health codes are the “green codes”. No additional health certificates (except for those who cannot really apply for a health code), travel permit, application approval form of destination, or travel document, vehicle pass, etc., are required to be submitted. Personnel leaving Hubei shall learn about and comply with the relevant regulations on epidemic prevention and control at the destinations in advance.
4.Based on the assessment of the risk level of the epidemic, Wuhan City, on the premise of good epidemic prevention and control, promoted the zoning, classification, time-sharing, and conditional resumption of production.
5.Colleges, primary schools, secondary vocational schools, technical colleges, and kindergartens in Hubei will continue to postpone school opening date. Specific start time is determined after careful assessment the epidemic development status.
6.All the places should further recognize their responsibility, strengthen their efforts in detail to prevention and control, and strictly prevent the increase of confirmed cases due to the flow and concentration of people, and properly handle the risks of imported cases. Overall arrangements should be made for the return of personnel stranded in Hubei. Work arrangements should be refined to ensure a safe and orderly flow of people. Resumption of work and production of enterprises and institutions should be gradually promoted in a drive to minimize the losses caused by the epidemic and bring Hubei back on the right track of economic and social development as soon as possible.

4月8日零時起，武漢市解除離漢離鄂通道管控措施
湖北省新型冠狀病毒感染肺炎疫情防控指揮部通告
為統籌推進疫情防控和經濟社會發展工作，有序恢復生產生活秩序，根據《中華人民共和國突發事件應對法》《中華人民共和國傳染病防治法》和湖北省重大突發公共衛生事件I級響應機制等有關規定，經中央批准，現就解除離鄂通道管控和武漢市復工復產安排等事項通告如下：
一、從3月25日零時起，武漢市以外地區解除離鄂通道管控，有序恢復對外交通，離鄂人員憑湖北健康碼“綠碼”安全有序流動。
二、武漢市繼續實施嚴格的離漢離鄂通道管控措施。從3月25日零時起，在做好健康管理、落實防控措施的前提下，對持有湖北健康碼“綠碼”的外出務工人員，經核酸檢測合格後，採取“點對點、一站式”的辦法集中精準輸送，確保安全有序返崗。從4月8日零時起，武漢市解除離漢離鄂通道管控措施，有序恢復對外交通，離漢人員憑湖北健康碼“綠碼”安全有序流動。
三、外省來鄂來漢人員憑外省健康碼或湖北健康碼“綠碼”，在全省範圍內安全有序流動，不需另行提供健康證明（確實無法申領健康碼的除外）、流動證明、流入地申請審批表或接收證明、車輛通行證等。出省人員應提前瞭解並遵守目的地疫情防控相關規定。
四、武漢市根據疫情風險等級評估情況，在做好疫情防控的前提下，推動企業分區分級、分類分時、有條件復工復產。
五、省內大專院校、中小學、中職學校、技工院校、幼兒園等繼續延期開學。具體開學時間根據疫情防控情況，經科學評估後確定。
六、各地要進一步強化屬地責任，毫不放鬆抓緊抓實抓細各項防控工作，嚴防人員流動和聚集增加帶來疫情反彈風險，妥善應對輸入性風險。要統籌做好滯留在漢在鄂人員返程等工作，細化工作安排，確保安全有序流動。要積極有序推進企事業單位復工復產，努力把疫情造成的損失降到最低限度，力爭全省經濟社會發展早日全面步入正常軌道。
