1.是故圣人一守司其门户，审察其所先后，度权量能，校其伎巧短长。

至于贤良和不肖，智慧和愚蠢，通用性和怯懦，都是有区别的。所有这些，可以开放，也可以封闭。可能进升，也可以辞退。可以轻视，也可以敬重，要靠无为来掌握这些。
3.审定有无与其实虚，随其嗜欲以见其志意，微排其所言，而捭反之，以求其实，实得其指，阖而捭之，以求其利。

4.或开而示之，或阖而闭之。

5.开而示之者，同其情也；阖而闭之者，异其诚也。
Openness makes it manifest because it has the same taste; The reason for concealment is that sincerity is not the same.
开放使其显现，是因为情趣相同；封闭使之隐藏，是因为诚意不一样。
