玉溪因水得名，玉溪河即《水經注》所記之橋水，明代文獻中已稱玉溪，取其清流如玉之意。世代以來，玉溪人因湖而生、依河而居，湖泊孕育了奮進的生命、大河澆灌了肥沃的良田，傳承了豐潤的文化，一代代玉溪兒女用奮鬥鑄就了“玉汝於成、溪達四海”的“玉溪”精神、山高人為峰的“紅塔”精神、深邃開放的“仙湖”精神、激流勇進的“抗浪”精神。

玉溪擁有撫仙湖、星雲湖和杞麓湖三大高原湖泊，其中撫仙湖是珠江源頭第一大湖，佔雲南省九大高原湖泊總蓄水量的68.3%，佔全部國控重點湖泊I類水質的91.4%，被列為全國8個水質良好湖泊生態環境保護試點之一。

在湖泊保護治理上，玉溪嚴格落實“抓好治水的人、管好裝水的湖、治好流水的河、護好蓄水的山”四句話——
● 全面落實河湖長制，推行“六必看、六必聽、六必改、六提升”工作法，深入實施“高原湖泊衛士”行動；
● 認真實施三個湖泊保護條例，紮實開展“三湖”保護治理雷霆行動，依法依規對“三湖”流域進行全方位管控，編制完善“三湖”徑流區相關規劃，22家中央省市縣屬企事業單位和16傢俬營企業全部退出一級保護區，一級保護區約3.2萬人已完成搬遷8274人；

● 系統加大防汙截汙治汙力度，實施“一河一策”精準整治，實施“三湖”環湖截汙工程，實施撫仙湖徑流區近6萬畝耕地休耕輪作和“三湖”流域綠色農業示範工程，從源頭上管控汙染；
● 創新提出建設深藍撫仙湖、森林撫仙湖、七彩撫仙湖，年內啟動15.17萬畝植被恢復，啟動撫仙湖沿湖剩餘2.3萬人生態移民搬遷，啟動“森林星雲湖”“森林杞麓湖”建設，千方百計守住了撫仙湖Ⅰ類水質，杞麓湖水質由劣Ⅴ類改善為Ⅴ類，星雲湖水質不斷改善向好。
