Notice of Hainan Provincial COVID-19 Prevention and Control Headquarters on Further Strengthen Control Measures for Overseas Arrivals
Municipal and prefectural prevention and control headquarters, and prevention and control headquarters of autonomous counties:
Given that the epidemic overseas is rapidly spreading, the relevant matters regarding home isolation are now specified as follows to effectively prevent imported cases, control the source of infection to a maximum extent, cut off the route of transmission, and further tighten the control measures for overseas arrivals:
1. From March 16th, all the overseas arrivals shall be transferred to centralized isolation points for 14 days of self-medical observation. For elderly people aged 70 and above, children, pregnant women, and patients with underlying diseases that should not be kept in centralized observation if they have separate residences. After strict assessment by the municipal and prefectural headquarters, they can be self-isolated in the residences alone after effective communication with the community. There is no need to report to the provincial headquarters.
2. If the self-observers need to be taken care of, one companion is allowed to accompany them. Neither can leave the house. During this period, they should wear masks and live in different rooms to reduce contact.
3. Persons who need to be home-isolated should submit an application to the municipal and prefectural headquarters they live in before entering the country (you can inquire with the municipal and prefectural headquarters through dialing the number (0898-12345). If not applied or approved, they should be transferred to the centralized observation points. This would also apply to those who are self-isolating but did not report to their communities. After the evaluation of the municipal and prefectural headquarters, their observation days can be counted. The municipal and prefectural headquarters will submit a daily summary list to the provincial headquarters (contact person: Jia Pengben, 13637557420, email address: scdcjcs0126.com).
4. Overseas arrivals shall report their schedule and relevant information to their companies and the municipal and prefectural headquarters where they live. Once arriving to the community, they should be cooperative with the control measures for overseas arrivals. Those who conceal their overseas travel or residence experiences will be held accountable according to law.

Answers to Hot Issues Relevant to Home Isolation Policy
1. Current isolation policy for overseas arrivals
From March 16th, all the overseas arrivals shall be transferred to the centralized isolation points for 14 days of self-medical observation. For elderly people aged 70 and above, children, pregnant women, and patients with underlying diseases that should not be kept in centralized observation, if they have separate residences. 2, The basic requirements of home isolation and medical observation
In principle, for home medical observation, the self-observers are required to live alone. If the self-observers need to be taken care of, one companion is allowed to accompany them. Neither can leave the house. During the period they should wear masks and live in different rooms to reduce contact.
3. Requirements for the family members of home-based observers
(1) Wear surgical masks.
(2) Keep the room ventilated.
(3) Try not to enter the room of the self-observers.
(4) When communicating with or providing items to the self-observers at home, you should keep a distance of at least 1 meter.
(5) Maintain hand hygiene. In principle, you should disinfect and clean the items from the isolated room. Do not share dining utensils and other items with the self-observed persons.
4. Nucleic acid testing of the home-based medical observers as of March 22nd, a total of 1,507 arrivals who should be quarantined, including 543 people who do not live alone and conduct self-quarantine for less than 14 days, had all conducted nucleic acid tests, and the results were negative. The Hainan provincial headquarters requires that all the home isolating personnel who have undergone nucleic acid testing as well as their roommates to continue to stay indoors for 14 days.

各市、縣、自治縣疫情防控工作指揮部:
當前境外疫情快速擴散蔓延,為有效防範境外疫情輸入風險,最大限度控制傳染源,切斷傳播途徑,進一步嚴格境外入瓊人員管控措施,現對居家隔離有關事項明確如下:
一、從3月16日起,所有境外入瓊人員,均應轉送至集中觀察點進行14天集中醫學觀察。對70週歲及以上的老年人、兒童、孕產婦、患有基礎性疾病等原因不適宜集中觀察的,有單獨住所且住所內沒有其他同住人員的,經市縣指揮部嚴格評估後,可以在與社區有效銜接之後進行居家觀察,不需要再報送海南省指揮部批准。
二、居家觀察人員需要陪護的,允許1名陪護人照看,陪護人與居家觀察人員均不能出家門,居家期間均應佩戴口罩,分住不同房間,減少接觸。
三、符合居家觀察條件的人員應在入境前向居住地所在市縣指揮部(可通過0898-12345查詢各市縣指揮部電話)提出申請,入境前未申請居家觀察或申請暫未得到評估同意的,先轉送至集中觀察點進行醫學觀察。已採取集中醫學觀察的人員也可申請,經市縣指揮部評估認定進行居家觀察的,14天觀察時間合併計算。市縣指揮部每天彙總名單報省指揮部疫情防控組(聯繫人:賈鵬本,13637557420,郵箱 scdcjcs0126. com).
四、入境入瓊人員,應事先向所在單位和居住地市縣指揮部報告回瓊行程安排及有關信息。抵達社區時,執行境外入瓊人員管控措施。對隱瞞境外旅居史的,將依法追究責任。

居家隔離政策熱點問題回應
一、目前境外入瓊人員隔離政策
從3月16日起，所有境外入瓊人員，均應轉送至集中隔離觀察點進行14天集中隔離醫學觀察。對70週歲及以上的老年人、兒童、孕產婦、患有基礎性疾病等原因不適宜集中觀察的，有單獨住所且住所內沒有其他同住人員的，經市縣指揮部嚴格評估後，可以進行居家隔離醫學觀察。
二、居家隔離醫學觀察原則要求
居家隔離醫學觀察原則要求一人一戶。居家隔離觀察人員需要陪護的，允許1名陪護人照看，陪護人與居家觀察人員均不能出家門，居家期間均應佩戴口罩，分住不同房間，減少接觸。
三、居家隔離醫學觀察人員家庭成員感染防控要求
（1）佩戴外科口罩。
（2）保持房間通風。
（3）儘量不進入隔離觀察房間。
（4）與居家隔離醫學觀察人員交流或提供物品時，應當距離至少1米。
（5）注意手衛生，接觸來自隔離房間物品時原則上先消毒再清洗。不與被觀察者共用餐飲器具及其他物品。
四、居家隔離醫學觀察人員開展核酸檢測情況
截至3月22日， 入境返瓊居家隔離醫學觀察人員共有1507人 ，其中未實現一人一戶居家隔離、且隔離時間未滿14天的共543人，已全部開展核酸檢測，檢測結果均為陰性。海南省指揮部要求，已做核酸檢測的居家隔離人員及其同套房間人員，要繼續實施嚴格的居家隔離措施，直至隔離期滿。
