何家英1957年出生于天津，自幼喜爱画画，1977年考入天津美术学院绘画系学习国画，1980年毕业后留校任教，擅长工笔人物。
现为全国政协委员、中国美协副主席、天津美协副主席、天津画院院长、当代工笔画协会副会长、天津美院教授、硕士生导师、中国艺术研究院博士生导师。获国家“有突出贡献的中青年专家”称号。
代表作品有《山地》、《十九秋》、《米脂的婆姨》、《酸葡萄》、《魂系马嵬》、《秋冥》、《桑露》、《舞之憩》、《杨开慧》、等。多次参加全国美展并获银奖，当代工笔画学会大展金奖和一等奖。其作品风格严谨精致、朴素大方，造型准确，善于描绘处于静态的人物内心世界，具有完美的格局和象征性。
