Org. Setting and Reporting

The United Nations Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support, policy guidance and oversight to the United Nations Security Management System (UNSMS) to enable the safest and most efficient conduct of the programmes and activities of the United Nations System. This position is in the Policy, Planning and Coordination Unit (PPCU) of the Policy and Compliance Service (PCS), UNDSS. The PPCU was established as an integral part of the UNDSS in 2005. Its role is to coordinate the development and promulgation of common policies and standards for the UNSMS, and to serve as a Secretariat for the Inter-Agency Security Management Network (IASMN). The PPCU contributes to the UNDSS’ efforts to provide safety and security services to the United Nations personnel to enable the implementation of United Nations mandate. The incumbent will report to Chief of PPCU who leads, coordinates and supervises the work of the Unit. Responsibilities

Under the supervision of the Chief, PPCU and within delegated authority, the incumbent will be responsible for the following:

1) Participate and contribute to the development of policies impacting on the safety and security of UN personnel including:

a) Participate and contribute to the development of security policies and guidelines, ensuring appropriate planning, research, consultation and communication are carried out with various internal and external stakeholders.

b) Maintains up-to-date knowledge of events relating to security issues and potential impact on the development of security policies for the UNSMS.

c) Provide advice to members of the UNSMS (including but not limited to Security Coordination Officers at headquarters, Field Security Coordination Officers, Security Focal Points within UNSMS) on security related policy issues, in a timely manner.

d) Provide substantive reviews and feedback of policy drafts, ensuring consistency with existing security policy framework.

e) Ensure communication of UNSMS policies and guidelines.

2) Provide strategic support to the unit and OUSG, including accurate and timely guidance and advice on the implications of current UN security guidance and its application to specific situations encompassing:

a) Collect, collate, organize and analyse information to prepare reports as required, including reports to the General Assembly.

b) Take the lead and provide substantive support on strategic projects including the Academic Project, UNDSS Trust Fund, and the review of Peace Operations policies and guidance in view of management reform, and security integration.

3) Provide substantial support to the Secretariat of the Inter-Agency Security Management Network (IASMN) and IASMN Working Groups not limited to:

a) Participate, as assigned, in the organization of the IASMN, ensuring that Conference Room Papers (CRPs) are prepared, reviewed and edited in a timely manner.

b) Provide secretariat services to the IASMN as necessary.

c) Take notes and prepare reports of meetings; including briefing notes for senior management as necessary.

d) Coordinate with IASMN members in preparation of the various meetings including Full sessions, Steering Group meetings and Inter-Agency Video-Teleconferences.

e) Provide substantive input to the various Technical Working Groups of the IASMN, and as necessary, assume lead coordination responsibility for the conceptualization and preparation of policies.

f) Monitor actions and actively follow up on required outputs of the IASMN, Steering Group, and Technical Working Groups.

g) Work with the Team Assistant to ensure appropriate record and dissemination of all IASMN related materials.

4) As a senior member of the team, undertake managerial activities, including support to budget and recruitment and other human resources requirements. May act as Officer in Charge of PPCU and perform other assignments as required; Assume other responsibilities as assigned by the Unit Chief.

Competencies

Education

Advanced University degree (Master's degree or equivalent) in political science, international relations, crisis management, military affairs, public administration, law enforcement, law or related area. A first-level university degree in any of these fields, in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (7) years of progressively responsible experience in security, risk or disaster management in the public or private service areas, such as national security, military or police, or in a corporate environment is required. A minimum of 2 years international field experience in peacekeeping, UN Security Management System or similar International Organizations within security or related area is required. Experience working in humanitarian programmes or peacekeeping missions is desirable. Experience in policy development in security, risk or crisis management is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another UN language is desirable.

Assessment

Evaluation of suitable candidates may include a technical assessment or other forms of assessment which may be followed by competency-based interview.

Special Notice

This position is temporarily available for six months with a possibility of extension. The selection and extension of appointment of the selected candidate will be contingent on the return of the incumbent who maintains a lien against this post. The position is located at the Political Affairs Division within the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), with duty station in Bangui. The Senior Electoral Officer, P-5 reports to the Deputy Director of Political Affairs Division

Responsibilities

Within delegated authority, the Senior Electoral Officer, P-5 will be responsible for the following duties:

•Design, lead, supervise, coordinate and contribute to the implementation of electoral assistance programs and processes in the following areas, as required: legal drafting and reform, complaints and dispute resolution, overall process management, planning and budgeting, infrastructure development, operations including field operations, procurement, logistics, security, information and communications technology, data processing and analysis, procedures, training, external relations, public information, outreach and media relations, civic and voter education, graphic design, administrative support, support to media, political parties and civil society, gender mainstreaming, capacity-building, and institutional reform and development;

•Lead, coordinate and supervise the provision of support, technical assistance and advice to national counterparts and their institutions in the above areas and provide high-level assistance and advice as required.

•Provide project and programme management and support, including budget management and monitoring, and reporting of results to national counterparts, donors and UN bodies; overall donor liaison and management.

•Design, lead, coordinate, supervise and contribute to the implementation of strategies and programmes to build the capacity of national counterparts and strengthen national institutions.

•Monitor the impact of domestic and international norms and processes on female participation and provide advice to the Electoral Management Bodies on appropriate corrective measures.

•Monitor the political context and provide electoral and contextual political advice to Division and as required, Mission leadership. .

•Establish and maintain professional and productive partnerships with national counterpart institutions and other key stakeholders in the electoral process.

•Establish effective communication mechanisms, regularly brief senior UN officials, partners, donors, counterparts as well as other key stakeholders on the electoral process and provide regular reports, including to the head of the UN/mission as well as senior officials in UN headquarters.

Work Experience

A minimum of ten years of progressively responsible experience in election and related areas in at least 3 countries. At least five years of experience in supervising, implementing, supporting or advising on electoral laws and regulations is required. United Nations electoral experience in a peacekeeping operation political mission and/or a UN agency or other relevant international electoral experience is required. Experience in developing countries is required, and experience in post conflict situations is desirable. Previous experience of managing a team of different backgrounds at the senior level and the ability to manage and coordinate complex projects are desirable. Experience in bilateral or multilateral negotiations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English with proficiency in French, or fluency in French with proficiency in English, is required.

Responsibilities

Within delegated authority, the Chief of Unit, Information System and Telecommunications will be responsible for the following duties:

• Manages the Communications and Information Technology Section

• Plans and directs all major Communications and IT systems projects within the mission, monitoring the progress of the design, installation and commissioning of the various networks and systems

• Plans and prepares the inputs for the work program of the service; provides leadership, guidance, and mentoring for the senior staff, and fosters teamwork and improved communications among all staff of the service; leads the development of training modules and other training activities in all aspects of ICT; coordinates and oversees delivery of ICT training to staff and other users in the mission
