Use to talk about ability in the past.

Last year, he couldn't speak English very well, but
now he can.

Use for possibilities now or in the future.
(用在推測現在或者將來的"可能情況")
1.The phone is ringing. It could be Jack.

2. I don't know when they'll be here.
They could arrive at any time.
