夫以四海之廣，兆民之眾，受制於一人，
King rules the vast area，while people who live in the region obey his（her） words.
雖有絕倫之力，高世之智，莫敢不奔走而服役者，豈非以禮為之綱紀哉！
Both the strongest one and the cleverest one all submit themselves to the king，the reason of which is that the king regard the feudal ethical code as the law and discipline across the country.
是故天子統三公，
As a consequence， the king governs dukes，
三公率諸侯，
dukes lead maquis，
諸侯制卿大夫，
maquis control ministers and scholar-officials，
卿大夫治士庶人。
ministers and scholar-officials manage literatus and civilians.
