Chengdu, capital of Sichuan province, served as a major commercial hub thousands of years ago because of its silk, tea and lacquer. Today, it is embracing a greater opportunity offered by the China-proposed Belt and Road Initiative to connect to a wider world.

作為南方絲綢之路的起點和北方絲綢之路的重要貨源地,成都曾經憑藉著絲綢、茶葉、漆器等豐富的物產,成為中國與世界開展經貿往來的商業重鎮。千載之後,“一帶一路”倡議的提出,再次為成都的開放發展提供了重大歷史機遇。

To gain more from the initiative, Chengdu has improved its transportation network by building international air routes and intercontinental railways to transform itself from a hinterland, about 1,050 miles away from the nearest port, to a frontier of the nation’s opening-up policy.

作為內陸城市,成都距離最近的沿海港口有大約1700公里。藉著“一帶一路”建設的東風,成都快速構建起“空中+陸上”立體大通道體系,並以大通道促大開放,構建起全方位開放新格局,實現了由“內陸腹地”到“開放高地”的轉變。

Over the past five years, Chengdu has provided the highest frequency of train service to Europe and sent the most China-EU freight trains, including 1,591 trains in 2018. The express railway now looks at all four points on the compass for expansion, and forms an "across-the-board" opening-up strategy.

蓉歐快鐵(後統一為“中歐班列”)從成都始發,架起快捷暢通的亞歐大陸橋。經過五年多的運營,中歐班列(成都)已成為國內開行數量最多、運行頻次最高、輻射區域最廣、運輸時效最優的中歐班列。剛剛過去的2018年,中歐班列(成都)以全年1591列的開行數量,連續第三年領跑全國。

It now terminates in Russia in the north and reaches into the heart of Europe and the Central Asian countries in the west. On the east side, it has expanded to Japan, South Korea and the Americas, as well as Hong Kong, Macao and Taiwan, with the help of the Chengdu-Europe Plus strategy and China's longest Yangtze River waterway. On the south side, it has linked with international logistics networks of the Association of Southeast Asian Nations.

從首發至今,中歐班列(成都)已形成“四向拓展、全域開放”立體開放新態勢,全面構建起成都向北至俄羅斯,向西至歐洲腹地和中亞各國,向東依託“蓉歐+”通道和長江水道輻射日韓及港澳臺及美洲地區,向南至東盟的“四向”國際物流通道。

To date, the number of the express railway's overseas departure terminals has increased to 24.

中歐班列(成都)境外站點數已拓展至24個。

More international companies have enjoyed the benefits of the express freight train.

越來越多的跨國公司也在分享中歐班列(成都)的通道紅利。

TCL, a Chinese home appliance maker, uses the express railway to transport more than 90 percent of the components used in the company's plant in Poland, so far the largest Chinese-funded manufacturing project in the country. Compared with maritime transport, which takes four to seven weeks, the express train takes only 12 days from Chengdu to Poland.

TCL波蘭工廠是中國在波蘭最大的製造業項目。如今,工廠裡90%以上的零部件都轉為鐵路運輸,這些零部件的起點就在成都。與4-7周的海運時間相比,中歐班列(成都)僅需12天。

Other cities in Sichuan have also carried out a wide range of cooperation with Chengdu in regard to the China-Europe Express Railway (Chengdu), through which the province has witnessed nearly 20.4 billion yuan ($2.98 billion) of imports and exports.

四川其他市州也與成都開展了廣泛的合作,中歐班列(成都)已帶動川內約204億元的產品實現進出口。

Business prosperity has attracted all kinds of investment and industries from home and abroad to Chengdu. The city's Belt and Road industrial park is home to 84 major trade and logistics projects with a total investment of 50 billion yuan, and also a European industrial town has attracted 12 projects, whose total investment value reached 28 billion yuan.

商貿的繁榮引得國內外各類資本與產業紛至沓來,成都高標準規劃的“一帶一路”產業合作園已入駐總投資500億元的84個重大物流貿易項目。歐洲產業城已引進天馬高端軸承、巨石玻纖、廈門鎢業等總投資280億元的12個項目。

As the largest aviation hub in western China, the city has made many achievements in the industry.

作為中國西部地區最大的航空樞紐,成都在航空物流大通道方面的建設同樣搶眼。

Last year, it opened regular direct passenger flights to Saint Petersburg, Zurich, London, Tel Aviv, Cairo and Copenhagen, and launched regular direct freight flights to Frankfurt and Chicago.

2018年,成都先後開通直飛聖彼得堡、蘇黎世、倫敦、特拉維夫、開羅、哥本哈根等多條定期客運航線,以及直飛法蘭克福、芝加哥的定期全貨運航線,是近年來拓展新國際航線最多的一年。

By the end of 2018, Chengdu Shuangliu International Airport had operated 114 international air routes, the most in China's central and western areas.

截至2018年末,成都雙流國際機場已開通國際(地區)航線114條,穩居中西部第一。

Chengdu started the construction of Tianfu International Airport, making it the third city on the Chinese mainland to have two international airports, after Beijing and Shanghai. Scheduled for operation in 2020, the new airport is expected to handle 90 million passengers and 2 million metric tons of cargo annually.

為滿足日益增長的航空服務需求,成都天府國際機場已開工建設,這使成都成為繼北京、上海之後,中國第三個擁有兩座國際機場的城市。成都天府國際機場擬於2020年投運,未來將實現年旅客9000萬人次、貨郵200萬噸的吞吐量。

The city has also improved its aviation port services.

不僅僅是國際航線更加豐富,成都航空口岸的功能服務也更加完善。

Since Jan 1, it has provided a 24-hour customs clearance service at the Chengdu Aviation Port, and has started a 144-hour visa-free transit to allow visitors from 53 countries to stay for up to six days so long as they present travel documents and tickets to their next destination.

從1月1日起,成都航空口岸正式實行7×24小時通關保障,所有國際航班、國際旅客和進出口貨物“隨到隨檢、快速通關”。同時,經國務院批准,成都正式實施144小時過境免籤政策,對53個國家持本人有效國際旅行證件和144小時內確定日期、座位前住第三國(地區)聯程機票的外國人,實行過境免籤政策。

Chengdu's connections to the world are becoming closer. So far, it has established trade and economic relations with 228 countries and regions, and plays host to 17 diplomatic missions. The number of Fortune Global 500 companies in the city has reached 285, more than any other central or western city.

成都目前與全球228個國家(地區)建立了經貿關係;落戶成都的世界500強企業達285家,居中西部城市之首。外國獲批在成都設立總領事館達到17個,數量為中西部第一。

In 2018, Chengdu rose on the level of Beta+ to the 71st place among world cities ranked by the Globalization and World Cities Research Network.

全球化與世界城市研究網絡(GaWC)去年11月發佈的《世界城市名冊2018》顯示,2018年成都排名上升至71位,連跨兩級升至Beta+。

China's garden city gets ever greener

創新城市發展模式 成都引領公園城市建設

Chengdu, a megacity in southwestern China, is gearing up for its goal of transforming itself into a "garden city" by 2035, adding a green dimension to its latest urban development plan.

作為“公園城市”理念的誕生地,2018年,成都以新發展理念為指導引領公園城市建設。經過一年的規劃和建設,公園城市的大美形態初現;綠色,正成為成都城市發展最鮮明的底色、最持久的優勢。

In early 2018, the city government added the new task to Chengdu's overall city planning for 2016-35. Another specific garden city design, unveiled in May, said that a "beautiful, livable garden city" is scheduled to take basic shape in Chengdu in 2035, creating a new city development model driven by an "ecological civilization".

城市建設,規劃先行。2018年年初,“建設美麗宜居公園城市”被寫入《成都市城市總體規劃(2016-2035年)》。5月,《成都市美麗宜居公園城市規劃》亮相,提出到2035年,成都將基本建成美麗宜居公園城市,開創生態文明引領城市發展的新模式。

The Tianfu Greenway, intended to be the longest urban greenway system in the world, will be a major artery running through the garden city.

全球最長的城市綠道系統——天府綠道,是建設美麗宜居公園城市的“骨架”。

The project was initiated in May 2017 and plans to link nature reserves, parks and greenbelts dotted across the entire metropolis. The 10,500-mile greenway is scheduled to be completed in 2035.

Then the greenway system will help to turn the 10,500-mile city into what is effectively a huge park, local officials said.

2017年5月啟動建設的天府綠道將串聯起成都境內的生態區、公園、小遊園、微綠地,整個綠道系統計劃於2035年建成,總長度達1.69萬公里。建成後,將把1.46萬平方公里的成都變為一座超大型的“公園”。

To the east of downtown Chengdu is Longquan Mountain, which will be transformed into a world-class environmental zone at the heart of the city. The Longquan Mountain City Forest Park, which is planned to span a total area of 10,500-mile, is being positioned as an area of ecological beauty and resources that appeals to international visitors in particular, according to local officials.

與此同時,成都將把目前中心城區東側的龍泉山提升為總面積1275平方公里的“世界級品質的城市綠心和國際化的城市會客廳”,實現城市空間格局的千年之變,為成都未來的發展開闢更大的空間。

On the eastern side of the mountain, the local government plans to develop a new eco-friendly city area. Construction of a new international airport and its proximity to Chongqing will boost the growth of the eastern new area, the officials said.

在龍泉山東側,成都將大力發展東部城市新區。該新區將借鑑雄安新區的規劃經驗,建設水城相融、藍綠互映的生態宜居之城,打造國家向西向南開放的國際空港門戶樞紐、成渝相向發展的新興極核、引領新經濟發展的產業新城和彰顯天府文化的東部家園。

The key to building a garden city is developing eco-friendly businesses and industrializing environmental protection, according to the Chengdu government. The city has given priority to developing such sectors as advanced manufacturing, high-tech services, modern finance and the cultural and creative industry, in a bid to build an open, high-quality industrial system.

公園城市代表著新時代城市發展的新模式,核心在於產業生態化和生態產業化。去年以來,成都著眼開放型高質量經濟體系建設,堅持以新經濟為引領,大力發展先進製造業、高新技術服務業、現代金融服務業、文化創意產業等現代產業體系,推動成都向美麗宜居公園城市的瑰麗蝶變。

Chengdu's Tianfu New Area is advancing the construction of information technology infrastructure, expanding access to the latest 5G telecommunications network and focusing on developing "new economy" sectors, including artificial intelligence.

當前,天府新區正加快構建新經濟發展應用場景,推動5G通訊等信息化基礎設施建設,謀劃佈局“天府無線谷”,高標準建設獨角獸島,大力發展以新一代人工智能為代表的新經濟。

Building a so-called island for unicorns - defined as startup companies worth at least $1 billion - in the Tianfu New Area is another ambitious initiative of the city to develop the new economy. To help advance the cause of the unicorn hub, the Chengdu government is seeking solutions to planning, building and managing models for the balanced development of industries, people and nature in the garden city.

建設獨角獸島,是成都在新經濟領域的一次大膽嘗試。成都以“獨角獸島”的規劃建設為切入點,探討以天府新區如何在全球新經濟發展中突圍;以“獨角獸島”為案例,探討“公園城市”與新的產業、生活、生態之間的耦合關係及其規劃、建設和管理模式。

Since its construction began in July 2018, it has attracted a host of investment projects, including a chip research and development center and an AI tech headquarters.

2018年7月,全球首個以獨角獸企業孵化和培育為主的獨角獸島正式開工建設。商湯未來創新中心暨“一帶一路”總部項目、ARM芯片架構研發中心、雲從軍民融合人工智能總部等項目陸續簽約入駐。

In early December, an AI innovation center was inaugurated at the unicorn business hub, as the first project put into operation in the area.

12月4日,總投資不低於17億元人民幣的商湯未來創新中心暨“一帶一路”總部項目揭牌,標誌著首家“獨角獸”企業項目正式投運。

The authorities of Tianfu New Area are also working to create featured business zones, including a Science City. With environmental protection as a priority of their endeavors, the authorities are devoted to the integrated development of agriculture, commerce, culture and tourism. They have added eco-friendly industrial projects and are encouraging spending on environmental protection.

結合區域主導產業和主力人群需求,天府新區還著力打造天府中心、科學城等特色商圈,突出農商文體旅融合發展的生態價值導向,加快在生態系統植入綠色產業項目、培育綠色消費場景,全方位提升生態價值。

在美麗宜居公園城市建設的目標下,

綠滿蓉城、花重錦官、水潤天府的

千年盛景在成都逐漸成形,

一幅生態優美的城市畫卷
