1. 首先一定要注意雜誌的發表範圍, 超出範圍的千萬別投,要不就是浪費時間;另外，每個雜誌都有他們的具體格式要求，一定要按照他們的要求把論文寫好，免得浪費時間，前些時候，我的一個同事向一個著名的英文雜誌投稿，由於格式問題，人家過兩個星期就退回來了，而且說了很多難聽的話，說投稿前首先就應該看清楚他們的格式要求;
2. 論文寫作一定要言簡意賅,特別是摘要,引言和結論部分,特別是摘要和結論不能重複,發現有很多論文這兩部分沒有差別, 個人認為, 摘要是引人入勝的”藥引子”,要留懸念;而結論是你論文得出的有證據的東西,要簡單明瞭(很多人寫了一大堆,把推測的結果都寫上,這種論文質量很差); 另外,很多人認為數據越多, 發表的可能性越大,但經過讀一些論文, 發現很多人的論文很爛, 感覺就是數據的簡單堆積,所以,論文的重點應該在觀點上,保證一篇論文一個新觀點,已經足夠了.
3. 投稿時,一定要找和你做研究內容相近領域的專家作評閱人,最好是國外的,不是說國內的不好,但就怕有人和你(或你老闆)有過節,而且國內的很多所謂專家水平一般,且小心眼;
4. cover letter要簡單介紹你的工作的創新性,這樣便於論文的快速發表, 當然也應該客氣幾句,讓編輯感到心裡舒服,主要是誇雜誌好之類的話; 有人寫coverletter，就是寫上題目、然後說很榮幸投稿之類地話，也有人乾脆把摘要全寫上，這樣個人認為不好，一定用兩到三句話說明你論文“新”在哪，這個非常重要。
5. 前些時候看到論壇上很多人說不能寫信催編輯,個人認為沒關係,必要催信能夠讓人重視你的論文,一定要讓人感到,你的論文在這發不了,好多地方在等著發呢(但很多牛雜誌,可不吃這套喲，人家不缺稿，嘿嘿). 當然寫信的時候要客氣,說一些快速發表對於學術討論和促進工作等方面的重要性之類的話;
6. 能寫英文,就不投中文稿, 特別是不投中文雜誌英文版, 好不容易憋了篇英文,還投到低水平的雜誌,很不甘心; 最重要的是國內雜誌要錢，而國外很多不要。自從國內某雜誌告訴我他們之所以收我很高的版面費是為了他們的生存時，我發誓包括以後我的學生就不再投中文雜誌了(如果要投，對做材料的人，個人認為金屬學報不錯，目前收費低);
7. 堅持就是勝利, 按照審稿人的建議好好改你的論文, 只要堅持投稿, 就一定能夠被接收的, 如果論文被某雜誌拒稿, 但不提倡降低雜誌質量再投(應該根據審稿人意見修改後找合適的雜誌);有人認為低影響因子的雜誌一定中的幾率高, 我也這麼認為,但一般低影響因子的雜誌論文出稿比較慢!
8. 英語不好沒關係，是人都知道我們英語沒英國和美國人地道，但只要能表達清楚你要表達的意思就好了，而且等審稿人提出來時，一定要從頭到尾改一遍，你會發現，這樣多次發論文後，你的英語寫作水平在一天天提高，拿兩年前的論文過來，自己都感覺寫得很爛。哈哈。(有好幾次，一些審稿人總說我英語不好，這肯定是母語為英語的審稿人，但回信中，我只能說俺英語不好，地球人都知道，但個人認為英語在科技論文裡主要是能讓人懂我們的思想就夠了，而且我也沒有太多的錢去讓某些改論文的公司幫我做這些事)。

1、對於我們工科的學生，要想寫出論文來，必須有充足的數據及結論作為支撐，這裡所說的數據不一定要很多，主要看你這些數據是否可以證明你論文中的結論。
2、在寫論文時，不要把實驗數據或圖表往論文上面一放，只有描述而沒有解釋，這是編輯或審稿人最不想看到的文章，如果論文屬於這一類，評論信中多半會說這樣的論文為實驗報告，其實編輯和審稿人他們有時也想知道你是如何做出來的，為什麼，也在學習。
3、在做實驗前，就要考慮寫論文了，不要等到作了很多試驗，到頭來全是：無用!那就慘了。我的經驗就是，在試驗前，你要考慮為什麼要做這試驗(實驗背景及目的)，怎麼來做(實驗步驟)，根據自己的經驗猜測可能會得到什麼樣的結果(結論)，通過這樣考慮之後，一篇論文的結構基本上出來了，就等著看結果到底如何了，如果和自己猜想的一樣，自然可以寫論文按照預先設好的步驟。一旦結果不一樣，那就要恭喜你了，因為其中有很多東西需要你更深入的研究，可能還會有更大地創新內容。
4、對於寫文章，文筆也相當重要，有很好的數據結論但是表達不清楚也不行，應為編輯和審稿人必須為他們的雜誌前途著想，他們想讓更多的人來讀他們的雜誌從而提高影響力，所以表達必須很清楚，能夠讓專業人士和相關學科的人都能夠看明白你的論文意思。如果你的文筆不是很好，那就先看一看和你論文類似的文章，檔次越高越好，看看別人如何表達的，相似的地方可以模仿。
5、在論文經過自己幾次修改後，放他一兩天，再回過頭來看看，如果自己覺得沒有問題，那就給自己課題組有經驗的老師或同學看看，看他們給你提出的意見(自己要判斷是否可取了)。
6、選擇期刊很重要，要不然你投出去後，好消息的就幾天退回，懷消息就是幾個月退回說不符合雜誌範圍。選擇期刊要根據自己論文的內容，是否和期刊的作者指南相符，此時你最好選者幾個不同檔次的期刊，從高到低排列，預備被退稿。選擇好期刊後，嚴格按照期刊的投稿要求對論文進行排版，否則你的論文會被編輯退回(這樣的論文不在少數)，然後大膽地投出去，不管它中不中。
7、等待，特別是第一篇，等待是一個難熬的日子，總是希望投稿後很快就能夠收到消息，我曾經也經歷過，這也是一個成長過程。
8、收到消息有三種情況，一、接收，恭喜!二、拒絕，不要氣餒，你可以認為編輯或審稿人不識貨，當然要認真看拒絕信，看編輯或審稿人給你的評論，這就是你論文向能夠發表前進了一步(一定要堅持，成為“拒無霸”就差不多了)，修改後投向預先選好的檔次低一點的雜誌，命中率就提高了。三、修改後再看，這就是一種無定性條件，這種情況一定要認真對待，認真修改，有條件叫有經驗的老師幫助。
9、如果你的論文曾經被一個期刊發表過，接下來所作的工作繼續投向這個期刊，命中率就大多了。
我寫出來我的經驗，僅供大家參考，結合自己的情況進行處理。
1. 對於影響因子。有的影響因子(IF)很高，50/60.比《Science》和《Nature》的還要高。可能有一下原因：
1)排名靠前的，一般都是綜述類期刊被引用率當然高。多為一些學會的年度報告什麼的，大多是一些綜述性文章，一年也就一期，一期也就幾十篇
2)“綜合類”的排名一般比“專業類”的高。
3)有些“不要錢”的比要錢的高，像《Science》和《Nature》上的文章一般30美元/一篇。而很多其他國家、政府和其他機構給於經濟支持的都不要錢。但並不是說要錢的都不是好文章。
2. 如何選擇期刊。是不是隻看影響因子高的
個人認為肯定不是，上面說了。“綜合類”的一般比“專業類”的IF高。所以，即使你投的專業類的IF沒有綜合的高，但是這個綜合類的雜誌在“業內”人士心中比較高。所以可以選擇你所做領域的“權威級”刊物。
發文章的目的是為了能有更多的人可以看到你的工作，所有一定要發到跟你的研究方向最吻合的雜誌。
3. 一般美國的雜誌對語言要求最低，文風很自由.，你只要沒有什麼太大的語法錯誤，一般審稿人都不會說什麼.對語言要求最苛刻的就是英國德國
4. 很多好雜誌是不要版面費的，就算要版面費，好像學校有規定可以報銷，所以大家可以放心大膽的投。不要因為版面費的問題而顧慮。並不說要版面費的都是差的雜誌，但有的可以申請減免。
5. 一定要選對雜誌!每個雜誌都要他的側重點和內容要求。比如：有的相似的兩種雜誌，有的側重“理論”像美國的《PHYTOPATHOLOGY》，而有的側重於“應用”和其他方面。如《PLANT DIS》.
其次還有格式，每個雜誌都它自己的格式(包括圖表什麼樣，圖片什麼樣)，要看清楚投稿須知。

6. 一些誤區：
a)是不是國外的雜誌都是SCI，這點肯定不是，有很多人見到一篇英文的文章就以為是SCI，還有寫雜誌的中文版是被SCI收錄的。有人把《Science》雜誌認為是SCI。有人拿本重大學報上的問我影響因子是多少我真的無法回答。好像我國某個部門好像也在給個雜誌算什麼影響因子，都是時候把我都搞暈了。好像各個學報在國內是有個什麼影響因子。對於這個我也不是很清楚。
b)SCI是不是高不可攀。這個各個專業、各個學科差距確實很大，有的就非常好發這個沒辦法。只怪我們選錯行了。就我這個方向來說沒有那麼難。
一般高水平的文章需要有些創新。最好是方法學的創新，但是方法學的創新沒有那麼容易。一般可以改進一下。其次，中國是一個大國，別人要發文章一般要看國內外研究現狀，也需要中國的研究現狀，就需要我們的論文發出去。所以，如果你沒法進行方法學的創新那就在實驗材料上佔優勢，
中國這麼大的地方，很可能別人收集的實驗材料沒有你齊全，所以你再材料上就有了優勢，就做了別人沒有做過的工作，就極有可能發高水平的論文。
再次.寫論文其實就相當講故事，你如何講一個平淡無奇的故事講的趣味昂然.一定要把自己的賣點突出來。
所以大家如果覺得自己的工作做的不錯都可以試試往好的雜誌投。
不管你寫的好不好(當然不能太差，錯誤一大堆)，一定要大膽的投稿。老外審稿都是非常認真的，一般你打一些小的拼寫錯位都會幫你指出來。需要補做那些實驗，還有很多好的建議。他們會一一給你指出來。所以即使你的論文沒有被接收，也會得到大量的修改和建議。這樣你的就可以接著補做實驗，而且文章也變的更好了。說不定論文就上了一個新的層次，可以投更高水平的雜誌。
當然，有很多人不願意補做實驗，或者做實驗不划算，趕時間畢業，混文憑……就把自己的論文降一個檔次。投在了較低的刊物上。感覺不可取。
8 如何安排寫論文的時間。
一般SCI從提交稿件到審結束大概要1～2個月，所以一般大多數人都是做完實驗之後再寫的，而我們剛開始寫英文的論文時很慢，一般要一兩個月，這樣週期就長了。所以我們可以一般做實驗一般寫論文。因為論文有的部分是固定的，一旦你的實驗技術路線出來了你的材料與方法，前面的引言中的國外內外研究現狀、背景，所用的方法部分，都可以寫了，然後出來一個什麼結果就可以像“填空“一樣往裡面加，最後討論，摘要，編排格式。
『注意』：論文的討論部分很重要，不要說空話。平時做實驗室就要留心，多想想出現的現象，問題應該怎麼解釋。
9 參考文獻。
如果你參考的文章很多，到時候可能找你的論文中引用的參考文獻可能都要一個月，而又不能胡亂寫，老外是很看重這個的，他通常會抽取一篇你的參考文獻，看看你是不是引用的上面的，有沒有引用錯誤等等。所以在你讀文先的時候，可以做讀書筆記，把好的，你認為有用的部分摘抄下來或者用電腦粘貼複製下來，注好是那篇文章、那些作者。這樣就會節約很多時間。
『注意』：不要亂寫參考文獻，只要引用的都要要註明，沒有引用的不要往裡面寫。把有價值的東西做好“讀書筆記”，節約寫論文中編排參考文獻的時間。
『注意』：
a 參考文獻最好有1/3甚至1/2以上是近5年內的文獻，這樣的論文會讓人感覺有水平些。
b 其次，最好找一手的文獻，不要那種二手的文獻。
10.如何應對和回答審稿人提出的問題。
對於審稿人提出的問題，要認真回答，你可以不同意他的看法，但要注意措辭，做到“不卑不亢”!就行，把你的觀點論據陳述好。
a.所有問題必須逐條回答。
b.儘量滿足意見中需要補充的實驗。
c.滿足不了的也不要回避，說明不能做的合理理由。
d.審稿人推薦的文獻一定要引用，並討論透徹。
再就是格式上要些清楚：

要一目瞭然，讓評審看的舒服。不要吧所有的問題混在一塊回答。自己看的都煩，不知道回答的是哪個。
下面幾樓還有本人收集的一些資料，大家共享下。(由於來源比較雜，各個網絡沒法列出出處，見諒)
11. 對於選雜誌
對於選雜誌確實比較困難，首先要選“對口的雜誌”，對於影響因子暫不提。雜誌從接受手稿到發表的週期很重要。很多你做的工作別人也在同時進行著。很可能你的工作先完成的，而你投的雜誌週期很長，別人後完成的，但是投的雜誌週期很短，可能會先於你的發表。這就很鬱悶的。所以選雜誌要注意週期。至於怎麼選確實很困難。
首先：你可以看看發表的論文從接收到正式出版要多少時間。其次：那就是問問投過那些雜誌的人。可以問下和你做相似實驗，並且投過你感興趣的那些雜誌的師兄師姐們。也可以在網上求助和蒐集信息。總之，選擇雜誌是很很複雜的事情，要綜合考慮。
12. 寫論文時，首先：不要一味的貶低別人的論文的價值，不要動不動就拿自己的“優點”與他人的“缺點”比。要對別人的工作做“客觀的評價”。
其次：忌諱用最高級，什麼最先進、原創….除非你實實在在的、從根本上是原創的。
如果你希望你的會議論文被EI收錄，請參照以下經驗：
一、會議論文出版社：會議EI收錄其實與主辦方關係很小，甚至沒有任何關係，第一要素主要處決於論文會議集的出版單位，根據經驗，例舉全球著名出版社如下：
1、德國斯普林格出版社(SPRINGER)：100%EI收錄
2、美國機械工程學會出版社(ASME)：100%EI收錄
3、美國土木工程學會出版社(ASCE)：100%EI收錄
4、美國電子電氣工程計算機學會出版社(IEEE CS)：99%EI收錄
5、美國電子電氣工程出版社(IEEE)：90%EI收錄
6、英國工程技術出版社(IET)：90%EI收錄
7、法國Atlantis Press：70%
二、在確定第一要素後，請考察會議主席的誠信度
1、國際一級學會發起：如IFAC、IEEE等。如果IEEE發起的會議IEEE要佔51%的註冊費，因此，該類會議註冊費均在500美元以上。請注意中國2007年只有一個是IEEE發起的，即ICMA2007，其他均不是，2008年目前中國沒有一個會議是IEEE發起。
2、國家一級學會發起：如中國計算機學會、中國自動化學會、中國通訊學會等，如WCICA、CCC等
3、各大學校級領導：中國大學校級領導作為主席辦國際會議具有中國特色(如ICTE等)。
4、國際一級學會技術支持：如IEEE CS、IEEE、IET、ASME、ASCE等。如ICIC、ICNC)
5、其他學者
三、掌握以上兩點後，請注意你的論文格式與英文摘要的書寫，

四、EI自然OK!
1、我僅僅討論的是EI收錄的技巧，不是討論會議的水平。會議僅僅是一個交流的平臺，不像期刊，每個都有一個影響因子。
2、ICMA2007確實是2007年唯一在中國由IEEE發起的會議。另外，它不是由IEEE CS出版，而是由IEEE出版，區別於其他會議有三點(1)會議常規注費費高500美元，因IEEE要佔大頭。(2)設有IEEE會員註冊費，這是IEEE會員的權利，因為他們每年交納500-1000元的會費。(3)EI收錄快，兩個月全部搞定，這是組織方與IEEE的約定。
3、德國斯普林格出版社確實是全球最高水平的出版社，儘管LNCS被SCI淘汰，但在國外，還是得到同行的認可。LNCS仍然被EI和ISTP雙收錄，收錄的時間處決於出版商論文集遞交的時間與EI對論文進行加工時間。由於LNCS出版量太大，且這兩年大部分集中在東亞，由於擔心被EI也淘汰，所以在大量減少出版量的同時，現在開始延遲遞交，獲取一個每年的EI收錄的平衡，不至於全部集中有2006和2007年，另外他們也希望在2009年重返SCI。所以LNCS出版的論文EI收錄肯定沒問題，只是時間問題。另外，國內知名大學學報均想向斯普林格出版社靠攏，如武漢大學學報英文版和中南大學英文版均改由斯普林格出版，已從EI中國收錄期刊中消失，不過他們已成功被SCI收錄。這也從側面說明了斯普林格出版社的影響力。
3、如果你只是希望論文能被EI，建議你不要投歐美國家的會議，因為他們對EI檢索根本不重視，因此，有些會開完後論文集根本不送EI總部，或者拖得很遲。作者曾參加23次國際會議，其中的21次被SCI/EI/ISTP收錄，唯一的兩次沒有被收錄的恰恰是2004年美國舉辦的兩個知名國際會議，所以，如果你的目的是希望論文被收錄，沒必要捨近求遠，況且歐美國家的會議註冊費在500-800美元間，特貴。
4、英國的IET出版的能EI，一般9個月左右，我06年曾參加了一次國際會議，只發表了論文摘要，居然也被收錄了，成了我最短的EI收錄論文，僅僅約500字。
5、上面只是我的經驗，當然你們無法考證，我發表的5篇斯普林格出版社全部EI、ISTP收錄，其中3篇SCI收錄。發表在IEEE CS上的6篇全部EI、ISTP收錄，發表在IEEE上的5篇中全部ISTP收錄，4篇EI收錄，一篇沒被EI收錄是2003年的ICNNSP。發表在IET上的兩篇全部EI、ISTP收錄。發表在ASCE上的兩篇全部EI、ISTP收錄。我同學發表在ASME上的3篇全部EI、ISTP收錄。
6、國際一級學會發起的會議誠信度應該不需要說明。
7、國家一級學會成員主席一般都是院士，他們的誠信度也應該不需要說明。
8、各大學校級領導做主席，由於他們的特殊身份，因此，發佈的會議信息可靠信更高。
文獻檢索技巧
文獻檢索是非常麻煩的事情，一般都是通過各種數據庫進行檢索，但由於購買的電子數據庫基本都只有1997年以後的文獻，文獻量比較少，而且很多領域屬於落後於國外20-30年的研究，一般很難查到，即使能查到出處，但無原文。文獻查找是個費時費力的事情，需要細心和耐心，反覆查找，以下談談個人關於如何利用網絡進行文獻查找的一些經驗。
① 搜索引擎的高級功能
搜索引擎主要www.google.com和scholar.google.com，www.baidu.com則僅在檢索中文時稍好點，英文很差，用處不大。我們常用的google側重於網頁的檢索，Scholar則主要針對學術類文獻進行檢索，格式主要是pdf，對於論文的引用也會顯示，對於知道文獻名和作者的情況比較容易直接找到pdf文檔，一般這兩個搜索引擎要聯合使用。
Google的高級檢索功能中有幾個常用的功能：
(1)鎖定關鍵詞檢索：使用雙引號如”停車”，則所有檢索結果均包含雙引號中的內容，以減少檢索結果量;
(2)文件類型檢索：文件類型主要是.pdf和.doc文檔，國外文獻大部分以pdf格式發佈，使用格式限制可以排除很多不必要的檢索結果，如輸入：停車 filetype:pdf，當然其它google識別的格式都可使用;
(3)指定網址檢索：如果發現某個網站有需要的文獻，則可以直接指定到該網站檢索，以獲得需要的資料，如輸入：停車 site:www.parknride.com。
Google的詳細功能請參照google的高級檢索，百度在使用上相同。
② 關鍵詞的使用
檢索結果如何，和關鍵詞的使用直接相關，所以，首先要弄清楚在英文中關鍵詞有哪幾種表達方式，分別進行檢索，而對於文獻綜述類，可以使用：review、overview、literature review、history、development、trend等和關鍵詞一起檢索。
關鍵詞的檢索並不是一次就能確定下來的，剛開始選用幾個看能否找到，如果找到一些，先初步看看那些文獻，對內容有了更深一些的認識後同時也對檢索關鍵詞增加了瞭解，實際上是不斷調整檢索關鍵詞的過程
③ 參考文獻的使用
檢索到一些文章後，先要看看文獻後的參考文獻，國外文獻一般都會很詳細的列出，可根據參考文獻相應的進行有目的的檢索，如找到指定數據庫的期刊，或者檢索作者，作者的個人主頁一般提供作者本人發表文獻的下載(最好的資源)，有些還提供作者的E-mal，可直接寫信給作者，一般對方都會提供。
另外，利用google的強大功能，對論文題名、期刊和作者進行檢索，期刊的檢索經常能發現該期刊被那個數據庫收錄，則可直接到相應的數據庫找到，檢索作者則最好加關鍵詞、年等信息以縮小檢索範圍，而且不要用縮寫，會忽略很多信息。
如果找到某個期刊歷年的電子數據庫，雖然網站有自己的檢索功能，但最好不要檢索之後其它就放棄了，實際上很多文獻不一定檢索得到，需要有耐心的一期一期的去看(當然實際上這個工作量並不大，國外的期刊一般每期也就10篇左右)，但如果錯過了需要的文獻則損失大了。
④ 網站回溯
一般找到某個網站有需要的資料後，不要把那篇下下來就關了，通常還有很多資源呢。一種是回到該文獻的上層目錄，即將文獻名刪除，保留反斜槓回車即可，如：http://www.parknride/com/documents/prdemand.pdf，則應該再回溯到上層目錄：http://www.parknride/com/documents/，有些網站沒有設限制，可以看到很多相關文獻，或者會找到一些有用的連接，有必要可以再往上層走，一般都會有收穫。
還有一種就是很多圖書類使用章節編號的，而且使用上面的方法也看不到，則可根據章節順序編號用支持斷點續傳的下載軟件直接進行下載，如：

則可改成http://www.parknride/com/documents/ch02.pdf等，直到不能下為止，封面用cover，目錄contents，參考文獻reference或bibliography。
⑤ 通過bbs資源查找相關資料和資源
專業bbs上有很多資源是可以下載的，需要有耐心去找，但國內很多bbs提供下載的資源都是有積分限制的，找到有用的資料後，即可利用搜索引擎的功能直接找。
⑥ 使用代理
國外各大學都有自己的電子數據庫，有些是免費，對於有限制的則只好使用代理，一般這種代理需要到專業相關的bbs才可以找到，國內比較好的文獻查詢資源bbs有：網上讀書園地www.readfree.ne和零點花園http://ldbbs.512j.com/bbs/，另外使用代理最好用Myie比較方便。

1.1 SCI
1.1.1 SCI索引
SCI(科學引文索引，英文全稱Science Citation Index)是美國科學情報研究所(Institute for Scientific Information，簡稱ISI)擁有的世界著名的期刊文獻檢索工具。
SCI是SCI的光盤核心庫;而SCI-Expanded (簡稱SCIE)是SCI的擴展庫。國內高校在統計論文索引情況時一般對SCI和SCIE都認可為SCI索引。
1.1.2 ISTP會議錄索引
ISI Proceedings (ISTP - Index to Scientific & Technical Proceedings)，ISTP科學技術會議錄索引是美國ISI編輯出版的查閱各種會議錄的網絡數據庫。目前國內很多高校也在統計ISTP索引的數量。
一般而言SCI索引的會議必然會被ISTP同時索引，但是反之不然。
1.1.3 影響因子IF
期刊引用報告JCR(Jorunal Citation Reports)是ISI對其SCI索引的期刊進行的參數化評價，影響因子IF(Impact Factor) 是其中一項最有代表性的參數。
IF是當年其它SCI論文引用該刊此前2年所發表文章次數除以該刊前2中發表的文章數目，其值越大，說明該期刊越重要。
影響因子IF舉例
2004年計算機軟件工程大類方面的76種期刊中，影響因子最大的是JOURNAL OF MACHINE LEARNING RESEARCH(5.952),最小的是COMPUTER GRAPHICS WORLD為0,國內最高水平的JOURNAL OF COMPUTER SCIENCE&TECHNOLOGY為0.28，2004年LNCS的影響因子為0.513
需要強調單篇文章的引用次數問題，自引與他引的問題。
1.1.4 SCI收錄期刊分區
隨SCI在國內的普遍使用，高影響因子期刊的論文刊髮量逐漸成為學術評價的關注重點。但是一個刊物的影響引子每年有變動，各個領域刊物影響引子也不具可比性。因此，中科院根據影響因子大小，按學科對SCI收錄期刊進行年度分區，水平從高到低分為1234四個區。這樣對一個刊物水平高低的認定維持在相對穩定的定義上。不論什麼領域，只要論文發表的刊物在同一分區上，就可以認為這些論文水平相當。2004年版SCI分區目錄http://10.11.32.135/cglw/scie_2004FQ.asp
1.1.5 會議是否SCI索引
最直接的方法是看會議主頁上的說明。如果說明中沒有明確肯定，則可以寫信給會議的組織方諮詢，一般老外答覆都是比較含蓄的(例如我師兄的ICCS經歷)，而國內的答覆就會非常直接(其實國內會議如果是SCI的都會在主頁上隆重註明的)。
另外還可以直接查詢看這個會議前幾年是否都是SCI索引，但是有的會議會隔年索引，所以這個辦法不是非常可靠。使用這個辦法還要注意SCI索引中會議的縮寫格式，以免漏查。
1.1.6 LNCS會議被SCI收錄
目前計算機領域的LNCS系列會議基本會被SCI收錄。
1.1.7最後要說明的是索引週期，即從論文出版到被SCI索引需要一段時間，會議論文一般大概是三個月左右。
1.2 EI索引
1.2.1 美國《工程索引》 EI(Engineering Index)，由美國工程信息公司(Engineering Information Inc.)創辦，主要收錄工程技術期刊文獻和會議文獻的大型檢索系統。
1.2.2 EI-Compendex和Page One
Ei Compendex標引文摘收錄論文的題錄、摘要、主題詞和分類號，進行深加工;有沒有主題詞和分類號是判斷論文是否被Ei正式收錄的唯一標誌。
據說2006年起EI取消光盤版，只有EI Village2，即 Compendex和Page One合併。
Ei PageOne
Ei PageOne題錄不列入文摘，沒有主題詞和分類號，不進行深加工。有的PageOne也帶有摘要，但沒有主題詞和分類號。所以帶有文摘不一定算做正式進入Ei。
請注意學校裡面說的EI一般是指前者!在數據庫中檢索時，要主要看清楚檢索結果中的檢索序列號是否11位，並且數據庫源是否Compendex。
1.2.3 SCI和EI會議
目前學校更認可SCI索引，雖然很多很高級別的會議也只被EI收而不被SCI收。從這一點來說，其實文章最好先投SCI的會議，以免“浪費”。
對期刊而言，SCI有一個評價標準例如影響因子等，而EI則不然，所以這對EI也是一個不太好的因素。
索引的週期
對會議來說，SCI的索引週期前面說過一般是三個月左右，而EI就沒有固定規律，從一兩個月到將近一年的都曾經碰到過。
1.2.4 確定會議是否EI索引
對一個會議來說，是否確定EI收很難，即使是會議的主辦方，一般也不可能百分百確定本屆全部幾冊都會被索引(依據：我師兄投CE2004時電話諮詢的過程)。但是一般來說，如果一個會連續幾屆都被EI全收，那麼這屆就不會有問題。另外，有些會議會在海報上註明自己是會被EI收的，這種也是可以投的。
比較有用的LN系列
德國Springer出版社的LNCS(Lecture Notes in Computer Science)和荷蘭的Brill Academic出版社的LSCCS (Lecture Series on Computer and Computational Sciences)都確定被SCI全收。
注意：同一個出版社的其他會議論文集系列不一定會被SCI收!例如Springer的Lecture Notes in Computational Intelligence。

周圍同學和一些老師公認的評價原則(重要性依次遞減)：針對性、屆數、錄用篇數、錄用率、特邀嘉賓的影響力。

關於LNCS
如果只是認準SCI的話，推薦，相關的會議列表可在其主頁上下載，一般比較完整詳細，但也有計劃外指標(這幾年國內主辦了不少)。
如果感覺你自己的文章很有感覺，或者覺得你的idea過於新奇，不妨投投頂級會議看看最權威的評價，對於你的研究將會有莫大的幫助。
按照前幾屆師兄的提法，不要投業內知名的垃圾會議如ICMLC和SMC，LNCS也有此傾向。
中文期刊級別
一級與A類，一級要比A類的範圍小些。一級其實是校人事處定的，估計最初是定給學校的教職員工的;而A類是明確定給研究生教育的，所以從兩者的選取原則上有一定差別。
請注意，這裡列出的一級是某高校的一級，各個學校和單位的目錄可能會有所差別

2 如何使用文獻數據庫
IEL:即IEE和IEEE，最具知名度和影響力;
Elsevier Science Direct On Site (SDOS)：荷蘭的一個出版集團，也極其影響力;
ACM Digital Library：ACM的所有文獻;
Lecture Notes in Computer Science：即Springer公司的LNCS系列會議，雖是SCI但水平不高，作為文獻價值不大。
CNKI：清華的中國期刊網，能全文檢索。
SCI數據庫的使用
ISI Web of Knowledge：即SCI檢索庫;
熟練使用SCI數據庫非常有用，請務必掌握;
除查找被收錄的文獻外，還可以使用JCR;
JCR和影響因子
Journal Citation Report,包括各類期刊的影響因子。
建議找到一個學科，按影響因子IF排序，一般來說，IF高的難度大，低的難度小，不過太低的，如<0.1比較危險，可能被淘汰。
注意IF可以通過計算得到，國內有些期刊如《計算機學報》、《計算機研究與發展》等得出自己的IF，但我們所談論的是SCI期刊間的引用，不可同日而語。
利用GOOGLE
其實，從某種意義上講，GOOGLE也很有效。直接輸入全部或部分文獻名，作者名等均可;
我來浙大前，在自己這個方向蒐集了大約200篇文獻，95%從因特網上獲取;
無法從因特網上直接獲取的文獻，往往被引用率也不高，因為別人難以得到。
建議至少讀500篇外文文獻，其中100篇精讀。
3.1 如何尋找領域前沿
確定方向，讀一些國內一級或IEEE Magazine的綜述;
熟悉本領域最具影響的國際期刊(IEEE Transactions)和頂級會議(Rank 1);
在最近3年的期刊或論文集中尋找自己感興趣方向的文章5篇左右;
認真反覆讀懂(可能需要較長時間);
3.2 如何尋找領域前沿
跟蹤國際會議，把握前沿脈搏;(Hotnets)
熟悉領域大牛，爭取和他們建立通信，定期訪問他們的主頁，瞭解最新動向;(我的體會);
4.1 如何撰寫高水平論文
話題要新，緊跟前沿;
文獻要新、豐富、高水平;投國外一般不引用國內期刊，投國內則必須;
最好有數學公式，體現理論深度;
試驗環境和結果要介紹清楚;
性能最好和前人方案比較，有說服力;
投國外多用圖表，投國內多用定義。
找到網站，國外一般可以電子投稿;國內則一般電子和書面文檔均需要;
國外無需審稿費，國內期刊要審稿費，一般100-200元，會議一般不要;
發表費用，國外期刊基本不用，國內一級一般>1000元，國際會議一般2000-4000，學生註冊可以便宜些。
不論是否要求，建議另起一頁，寫清所有作者的學校、身份、簡歷和研究方向;
如投中文一級期刊，不妨寫一份簡單的說明，如文章成果的一些解釋等，言詞儘量客氣。
如果投會議，可以自己選擇一些會議並設定時間表，投A如被拒改B,接著CDE等，時間安排好一年至少可以投6-8輪。
有些老闆希望發高水平國際期刊或頂級會議;
有些老闆可能不在意，只要SCI/EI就行;
無論如何，投稿前務必和老闆溝通一下，避免不必要的麻煩。
把握數量和質量的平衡
清楚老闆對自己的要求;
先易後難，循序漸進。先發1-2篇會議，再1-2篇國內期刊，最後1-2篇國際高水平期刊或頂級會議。
多發文章：損失太多經費、一稿多投道德風險、浪費寶貴的時間和精力。
注意事項：
不要一稿多投，但尚無明確定義，一中一英一個會議一個期刊
不要偽造數據，胡編亂造。
如果今後想在學術上繼續發展，更要注意文章質量而非數量。(SCI刪除的例子)。
