In Hubei Province, the epicenter of infections, mobile broadband speeds fell by more than half.

contain
contain常见意思有“包含，容纳”，比如：
Try to avoid foods which contain a lot of fat.
尽量别吃脂肪含量高的食物。
但在该句中意为“遏制，制止”，通常指不好的事情，比如：
