step on one's toes 踩到某人的脚趾头，第一反应当然就是很生气，所以可引申为“触怒，伤害某人”

act up指的是“（孩子）耍脾气，捣蛋，逞能”
If a child is acting up, they are behaving badly.

rough作为形容词时表示“粗糙的，粗略的，大概的”，也可作为动词指“使粗糙；殴打”。
rough sb up指“攻击;殴打;对…动粗”
